lighting and heating, etc. have been a problem for years. He was concerned the project was <br />losing its priority. He indicated the veterans would be willing to assist the City in raising funds <br />for the project. <br /> <br /> Ms. McKeehan indicated staff will not know the actual cost of a project until it goes to <br />bid. <br /> <br /> Bill Eastman, 677 Windmill Lane, indicated that several years ago, Council voted to give <br />the land for Val Vista Park to the School District and included a guarantee of approximately 70 <br />sewer connections. He believed that was so the School District could sell the property and use <br />the funds for other things. He noted the District is still in need of funding, especially for <br />Vineyard Avenue improvements. He felt there was potential liability for the City if this matter <br />has not been rescinded. He asked if the property had been transferred to the District? If not, <br />why not? Was the previous Council action ever rescinded? Does the District no longer have any <br />interest in this property? Is the City risking a lawsuit if it enters into the contract for Val Vista <br />improvement without rescinding its prior action? He felt these questions should be answered <br />before the construction contract is approved. <br /> <br /> Mayor Pico recalled that there had been a land exchange agreement, but that failed to <br />happen. <br /> <br /> Daniel Sofia, 5420 San Jose Drive, expressed his concern for the use of the funding set <br />aside for the Veterans' Building. He also indicated the veterans would do what they could to <br />help with the funding for improvements. He announced that on May 25, 2002, 11:00 a.m., there <br />will be a dedication ceremony for a room set aside for the Veterans' History Project. <br />Congresswoman Ellen Tauscher will be in attendance for the ribbon cutting. He invited <br />everyone to attend. <br /> <br /> Ms. McKeehan remembered there had been discussion about a trade of the Val Vista <br />property for the upper field on Bernal Avenue. She did not recall if there was a formal offer, but <br />it was discussed from the old School Liaison Committee. She had not supported the exchange <br />because the City had a 66 year lease for the upper field. She did not think that deal every went <br />anywhere. <br /> <br />Ms. Michelotti asked about a bus barn application. <br /> <br /> Ms. McKeehan indicated that was the same topic. The Val Vista property was suggested <br />to be used for a bus barn. Ultimately that was built on First Street. <br /> <br /> Mr. Swift said there was discussion at the District about developing a design plan and <br />there was a meeting with the Val Vista neighbors. The District no longer has buses and the <br />warehouse facility is located on First Street. He could not recall if there was any formal <br />agreement that would require the Council to rescind its action. <br /> <br /> Rene LaVigne, 557 Junipero Street, indicated the Veterans' Building had been there for <br />70 years.
