It was moved by Ms. Ayala to also wait for the East Pleasanton Traffic Study to be completed before making a decision on the West Las Positas interchange. The motion died for lack of a second. Mr. Lum said that staff assumed the West Las Positas question would be unresolved by the time the East Pleasanton Traffic Study is completed. It would be based on the current General Plan. That is all staffcan do. It was moved by Ms. Ayala to find out what developers were conditioned and about how much money is available for the interchange or any of the improvements. The motion died for lack of a second. Ms. Dennis said when major issues come up there are financial feasibility studies and she agreed it was important to do that. On the other hand, her priority was to make certain that the plan in the General Plan is one the community wants. It doesn't matter whether there is money for it or not right now. It's possible it would be too expensive to ever be built. It is important to have a plan. When the money is available, sometimes it takes too long to develop a plan and the money disappears. There are many plans that do not currently have funding.
