However, on the other hand, if it is necessary to make major <br />changes to the Stoneridge interchange in order to eliminate it, you may need the NEPA/CEQA <br />sequence. <br /> <br /> Ms. Michelotti said the objective of the committee was to review alternatives and asked if <br />the committee recommended to take the interchange out of the General Plan. <br /> <br /> Mr. Homolka said that was one of the consensus issues. Three recommendations were <br />made after investigations: one was to take it out; one was to build it; and the one recommended <br />today is to develop a realistic alternative to the General Plan that will work. <br /> <br /> Ms. Ayala indicated the traffic model report has not been completed. She asked, if the <br />committee had that information, would it have been helpful? <br /> <br /> Mr. Homolka said it would have been. The simulation model is helpful to visualize what <br />is actually happening. <br /> <br /> Ms. Ayala asked staffhow long it will be before that traffic model will come before <br />Council. <br /> <br /> Mr. Lure said staff hoped to present it to the Planning Commission next month and then <br />to Council in July or August. <br /> <br />Ms. Ayala felt that would help Council to make the decisions it has to make. <br /> <br /> Mr. Lum said if Council were deciding whether to include the interchange or to approve <br />an alternative, that might be true. At this stage, the recommendation is to proceed with <br />environmental studies only. The new model will be used for those studies. <br /> <br /> Mr. Homolka said the traffic model was perfect for the environmental studies. The <br />timing couldn't be better. CalTrans takes time to approve the model to be used for the freeway <br />analysis. The Tri-Valley model has been accepted and that was used for freeway operations. <br />That satisfies CalTrans. The committee used numbers from the City to validate the intersection <br />operations. So there is a mixed bag of how the committee analyzed things. The committee was <br />conservative in all cases. When you get to the environmental documents, the traffic model being <br />used by the City will provide all the simulation needed for analyzing noise and safety issues. <br /> <br />Ms. Ayala asked if this was not the "cart before the horse"? <br /> <br /> Mr. Homolka said it was not.
