affordable housing. As a Plarming Commissioner, he supported using more of the public land to <br />increase the number and quality of affordable units. He felt it was important to understand the <br />history of this site. He was concerned that five years from now, people will come before Council <br />again and ask for even more affordable housing and before you know it, there is nothing left. He <br />believed the Bernal site will take about 25 years to build out and the land will be vacant for a <br />long time. He believed there will be pressure year after year from people wanting a little more <br />each year. He felt Council did a great job on the plan for this property. Regarding the 42 acres <br />he previously referred to, some of it went for street layout, landscaping, and some for more <br />affordable homes for the project. That was Phase I and now we are talking about Phase II, public <br />facilities. He believed the Council should have put two initiatives on the ballot, one with <br />housing and one without housing, and there would not be all this debate now. <br /> <br /> Kevin Rabon, 3127 Washoe Way, said his grandfather came to this country because he <br />had a dream of a better life. His father came to Pleasanton for his dream and now he lives here. <br />Unfortunately, because of the current cost of housing in Pleasanton, there is only a nightmare for <br />his children. He could not see how his children could afford to live here. He supported a park <br />like atmosphere, but he believed it can still be done with housing. He did not think it was tree to <br />say there would be no buildings on the public property. He attended all the Task Force meetings <br />and the process for giving input. He felt betrayed by the decision to forget all that and start over. <br />He was in favor of leaving one initiative on the ballot, so people can say clearly what they want <br />or not. He did not want confusing issues on the ballot. <br /> <br />There were no further speakers. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Proposed Amendments to Chapter 2.29 of the Pleasanton Municipal Code~ Youth <br />Commission, to allow sixth grade Student Representation, increase the term of the Youth <br />Commissioners to three 2-year terms, and provide compensation to Youth Commissioners. <br />(SR 02:105) <br /> <br />Deborah McKeehan presented the staff report. <br /> <br /> Mr. Campbell asked if staff was suggesting that the other commissions consider whether <br />the Youth Commission gets paid or for the other commissions to receive a stipend? <br /> <br /> Ms. McKeehan said the question was to discuss community service vs. monetary value <br />and whether Council wants to ask each of the commissions whether commissions generally <br />should receive a stipend. <br /> <br /> Ms. Michelotti said she talked about this with her children.
