PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />PAP-28 (PDR-73/PV-60), Appellants: Rick and Melanie Bentley, Russell Schmidt and <br />Martha Evans, and Allen and Sally Roberts <br />Appeal of the Planning Commission's denial of Allen and Sally Roberts' application for <br />design review approval to construct an approximately 6,400 sq. ft. stepped pad home~ and <br />for a variance from the Municipal Code to allow the 7,500 sq. ft. grading area prescribed <br />by the zoning regulations to be exceeded or the lot located at 24 Grey Eagle Court. <br />(SR 02:064) <br /> <br />This item was continued indefinitely. <br /> <br />Item 6b <br />Potential Ballot Measure for Land Uses on the Bernal Avenue Property <br /> <br />(SR 02:089) <br /> <br />Ms. McKeehan presented the staff report. <br /> <br />Mr. Campbell inquired about the CEQA process required for a ballot measure. <br /> <br /> Ms. McKeehan indicated that the more specific a ballot measure is regarding land use, <br />the more detailed the environmental work necessary in order to comply with CEQA <br />requirements. Staff was encouraging Council to place a more generally worded measure on the <br />ballot. If Council chose to set forth a detailed Specific Plan, then staff would need six to nine <br />months for the environmental review before it could be placed before the voters. If Council <br />chose to word the measure to require a park like setting, then that is covered under the existing <br />EIR.
