Ms. Ayala disagreed. <br /> <br /> Mr. Campbell asked if the list of twenty uses are on the ballot, would that raise CEQA <br />issues? <br /> <br /> Ms. McKeehan indicated that if Council stated this was to have a park like setting with <br />the potential of certain uses, that would be general enough to be on the ballot in November. <br /> <br /> Ms. Michelotti felt there could be future discussion on the ballot language. She felt <br />setting a limit on the amount of affordable housing could allay some fears. If it weren't for the <br />fact that there is a citizens' initiative being circulated, she would be in favor of letting the Task <br />Force finish its job, however long it took. Then taking their input and putting it on the ballot, <br />whether it is November, Mamh or whenever. However, since there is a citizens' initiative, she is <br />in favor of a Council alternative measure in November. She felt it was possible for the Task <br />Force to finish its work before late July. The only thing to decide at this meeting is whether to <br />have a ballot measure. <br /> <br /> Ms. Ayala said if Council does not put on the citizens' initiative, they will have to <br />continue to gather signatures. She wanted Council to put their initiative on as a Council- <br />sponsored initiative and let them get on with their lives. <br /> <br /> Ms. McKeehan indicated that in order to make a November ballot, the Task Force needs <br />to finish its work in early June. <br /> <br /> It was moved by Ms. Ayala, seconded by Mayor Pico, to put the citizens' initiative <br />on the ballot as a Council-sponsored initiative. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmember Ayala and Mayor Pico <br />NOES: Councilmembers Campbell, Dennis and Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Pico felt the citizens' initiative was brilliant in its simplicity. It allows all the <br />public uses the Task Force is envisioning on the Bernal property. He felt that if Council puts a <br />competing measure on the ballot, it would the fair and reasonable thing to do. He felt there was <br />significant support for the citizens' initiative. The Council measure could be identical to the <br />citizens' measure with the deletion of the sentence that says "housing of any type is prohibited <br />on city-owned land within the Specific Plan boundaries". A sentence could be added to allow <br />housing within certain limits. That would give a clear reading from the community. If Council <br />does not put a measure on the ballot that addresses the issue of aflbrdability, we are doing a <br />disservice to the community.
