Mayor Pico felt the citizens' initiative could be adopted by Council and put on the ballot <br />and he felt a competing initiative could also go on the ballot. It could be drafted with the <br />assistance of the Task Force. There is one controversial sentence in the citizens' initiative and if <br />that sentence were removed, there could be a real test of where the community stands. <br /> <br /> Ms. Michelotti felt it was inappropriate for Council to be discussing this matter in detail. <br />The question is whether to put the citizens' initiative on the ballot or not. To start talking about <br />how Council would draft its initiative is inappropriate at this time. She objected to taking <br />language developed by others and just changing one or two words. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Ayala, to support the citizens' <br />initiative, but to strike the language that prohibits housing of any type on city-owned land <br />within the Specific Plan boundaries, and keep the provisions to prohibit the transfer or sale <br />of city-owned land within the Specific Plan Boundaries and to require all such land to be <br />accessible by the public. <br /> <br /> Ms. Dennis had concerns. The Task Force was set in process and so much work has been <br />done already. Council is now deciding to do its own thing and the Task Force has not had a <br />chance to express an opinion. <br /> <br /> Ms. Michelotti preferred to leave the drafting of the ballot language until after the Task <br />Force presents its report. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Campbell, and Mayor Pico <br />NOES: Councilmembers Dennis and Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Pico declared there will be an initiative on the ballot sponsored by the Council <br />that is similar to the citizens' initiative, but they will be forced to continue to collect signatures. <br /> <br /> Ms. McKeehan clarified that the motion declares Council's intent to put a measure on the <br />ballot, but staff will now have to go through the negative declaration process.
