sq. ft. lots south of Sycamore Way. The reference in the financing plan to three lots rather than <br />four lots was designated as preliminary based on someone looking at a large scale map of the <br />Specific Plan. Actual densities are to be determined based on the performance standards set <br />forth in the Specific Plan. When you apply those standards, the four-lot proposal substantially <br />exceeds the minimum lot standards. He reiterated the huge size of these flat lots. They are <br />bigger than the Greenbriar lots adjacent and bigger than most of the lots approved in the North <br />Sycamore Plan area. They are consistent with the lots in the area and are buffered from the <br />Happy Valley area by a three-quarter acre lot on which the Moreiras plan to build their dream <br />home. He referred to his fourth point regarding the Housing Element goals and said if each <br />property is below density, cumulatively, the City will fail to meet its goals. There is an adopted <br />urban limit line and the only place to meet Housing Element obligations is one house at a time at <br />locations within the City where the proposals are consistent with adopted plans and reasonably <br />acceptable to the neighbors. This PUD meets those requirements. This extra lot means a lot to <br />Russ and Betty Moreira, it is a substantial portion of their retirement. It is an individual property <br />owner trying to maximize the value of the property consistent with city plans. He urged Council <br />to approve PUD-13 as recommended by staff with a modification to Condition No. 18. <br /> <br />Ms. Ayala asked if the Burton agreement was only about landscaping. <br /> <br /> Mr. MacDonald said it was about landscaping, fencing and a few other things. The <br />agreement is made and in writing. <br /> <br /> Russ and Betty Moreira, 558 Sycamore Road, said they have been in Pleasanton 35 years <br />and want to remain here. They have worked with the City for 25 years, first with the annexation <br />of the Sycamore area and again with Greenbriar. For the last six months, they have worked with <br />the Planning staff, who support this proposal. They have met all the demands and some of the <br />rules only apply to properties with forty or more homes. They are the first small development to <br />have to abide by some of these regulations. It is not an easy decision to make to demolish the <br />home you have lived in for the last 25 years. The area has changed since they first moved there. <br />At one time their children could ride horses in the area and they could see no houses because <br />there was no Sycamore Creek Road. Some of their concerns were that the Greenbriar property <br />has been graded two to three feet above theirs, which put their homes above their property. <br />Their master bedroom and bath faces one of the Greenbriar models. Therefore, they decided to <br />demolish the home and relocate it but build to the standards that have been set with the new <br />building around them. With the development in the North Sycamore area at a higher density <br />than they propose, they felt they would be discriminated against if their application for four <br />parcels were not approved. The Planning Commission expressed concern about a precedent, but <br />they believed their parcel was unique and it is unlikely any other parcel would meet the General <br />Plan and the North Sycamore Specific Plan standards. Precedence has been established by the <br />Greenbriar subdivision which has four 16,000 sq. ft. properties on the east boundary, which is <br />smaller than their proposed lots. The property has a unique configuration, therefore the <br />difference between two or three LDR lots will not be noticeable when viewed from offsite. They <br />have met or exceeded all setbacks and development standards.
