It was moved by Ms. Michelotti, seconded by Ms. Ayala, to accept the report and to <br />direct staff to return with a detailed financing plan for Council consideration. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Campbell, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />Item 6c <br />Approval of Downtown Parks and Trails Master Plan (SR 02:176) <br /> <br /> Mayor Pico indicated he owns property close to the affected area and will abstain from <br />participation on this matter and left the dais. <br /> <br /> Mr. Roush indicated that although Ms. Michelotti also owns property downtown, it is not <br />near the proposed improvements and she can participate in this matter. <br /> <br /> Due to the absence of Vice Mayor Dennis, Ms. Michelotti acted as Vice Mayor on this <br />agenda item. <br /> <br /> James Wolfe presented brief opening remarks and then Richard Larson presented the <br />staff report. <br /> <br />Ms. Michelotti declared the public hearing open. <br /> <br /> Michael O'Callaghan, 125 West Neal Street, indicated he wanted to talk about the <br />funding for development of these park areas and parking on the Alameda County Transportation <br />Corridor (ACTC). He believed there was only $150,000 currently set aside for this project. He <br />believed there was potential to have the Niles Canyon Railroad come to town and it had the <br />potential to pay for parking on Bemal Avenue to Spring Street, the restrooms, the picnic area, <br />filling the Delucchi Park ditch, as well as obtaining funds from the National Endowment for the <br />Pats that could be applied to the black box theater in the former fire station. He asked Council to <br />consider the future opportunity to bring the train to town. He referred to the horse trail in the <br />plan and did not think it was well thought out since there is no place to tie up the horses or <br />provisions for clean up. He believed the train will add to the downtown vitality and would like it <br />mentioned in the plan. He wholeheartedly supported the black box theater and felt it would help <br />the vitality of downtown. He supported anything to support the downtown area, whether it is the <br />theater, the excursion train, expanded farmers' market, or whatever. <br /> <br /> He further indicated he had talked to the City Manager at the break regarding agenda <br />item 4i, and he was comfortable with the report. <br /> <br /> Pamela Stoddard, Executive Director of the Pleasanton Downtown Association, 830 <br />Main Street, Suite A, expressed the PDA support of the plan as presented.
