Ms. Banks said it was capital expenditures (motors that cost $30 each; rotation sensors -
$25 each; "brains" [RCS] - $125 each). Each set is dedicated to a child for six weeks. She
explained the education process and subjects covered during that time.

Ms. Dennis suggested that if the program was using used equipment or donations from
other sources, that they might be able to get a recycling grant.

Ms. Banks said the heart of the system uses precise scientific equipment that can't be
purchased at a place like Toys R Us. They don't carry things like rotation sensors, light sensors,
temperature sensors, motion sensors, PH sensors.

Ms. Michelotti asked how this has been funded so far?

Ms. Banks explained that it started with the grants from NASA, then they received a
grant from PPIE. Other parent volunteers have participated and have been able to garner funds
from other sources. The equipment purchased is used over and over by different children and the
grant funds requested will be used to purchase more equipment to expand the program and allow
for concurrent sessions.

Mr. Campbell asked about the space required for this program and whether that limits the
number of students who can participate.

Ms. Banks said they kids are already working out into the hallway. Next year there are
plans for moving to a new science room. Somehow they make the program work and do not
limit participation because of space.

Melanie Fosson, 4832-K Bernal Avenue, indicated she has participated in water polo
since high school and college. She has been volunteering her time to coach with Colin
Wenstrand and believed this was an important program that positively affects the lives and
relationships of those who participate. Mr. Wenstrand and his wife have been very important to
the water polo program and are an asset to the City. She said she would be coaching women at
Amador in the fall and hoped to arrange her schedule to continue with Stoneridge Water Polo.
She related the success of the San Ramon program and believed the kids in Pleasanton have such
enthusiasm and ability and she hoped they could get the equipment need for the program to
succeed.

Ms. Michelotfi asked about the spreadsheet that was handed out regarding prior grants
and asked where they came from - Youth Commission, Human Services, Civic Arts
Commission?

Mr. Wolfe indicated money was not allocated in a youth category until 1995. Those were
done through the Human Services Commission. It was not until 1999-2000 that funds were
allocated for the Youth Commission to make recommendations for grants. Regarding the
comments about prior awards to individual schools, most of that occurred before 1999 when
Council made the decision to change the focus of the grant program. After that time, no funding
was allocated to specific schools or groups.

Pleasanton City Council
Special Meeting Minutes

9 07/09/02
