discussed and felt that the people would have responded appropriately to provide the water <br />necessary to maintain the flow of water within the Arroyo and protect the habitat. He felt it was <br />possible to negotiate with the Hansen/Kaiser quarry to allow for continuous flow of water. He <br />pointed out that 80% of that water would go into the groundwater basin for recharge, so there <br />would not be a loss of water to the region. He also had concerns about the Sycamore Grove area <br />and the impact of water discharge. But he wanted to find some way to mm on the pumps from <br />the quarry to release a minimal flow to the Arroyo to maintain the life in the habitat. He referred <br />to an aerial photograph of the area and described a dark ribbon of vegetation the starts at Shadow <br />Cliffs Regional Park and goes through the City of Pleasanton. That is the Arroyo del Valle and it <br />is a heavily vegetated area teeming with life and not the typical arroyo that goes dry on a <br />seasonal basis. It has had continuous water flow for over thirty years with few exceptions. If <br />you look to the east of Shadow Cliffs toward the Del Valle Reservoir, you can see a truly dry <br />an'oyo bed with few trees and limited vegetation. Obviously that would be dry in summer. <br />What Pleasanton has is a unique habitat through an urbanized area and is a major part of the <br />city's stream and trail system with agreements for access to it. He acknowledged the prior <br />cooperation with Zone 7 and did not want to discredit its efforts. He wanted to be creative and <br />find a way to preserve this habitat in the heart of the City of Pleasanton. It is the only arroyo that <br />does not go through a trapezoidal channel. He was not suggesting that Council have a full debate <br />about this since that would occur at the LAFCo meeting. He asked for support to take the matter <br />to LAFCo and for his efforts to preserve the arroyo and to work with the Zone to find solutions. <br />He did not suggest pumping water from the groundwater basin, but rather felt some kind of <br />solution could be found with the quarry operators. <br /> <br /> Ms. Michelotti referred to the memo from Randy Lum recommending the staffto <br />continue to work with Zone 7 and the California Fish and Game Department for development of <br />a long range plan for the arroyo, rather than for the city to step in and try to immediately alleviate <br />the situation. <br /> <br /> Ms. McKeehan indicated the memo from Mr. Lam reflected his initial reaction to the <br />issue and referred to the City using its own pumps to put water into the arroyo at a cost of about <br />$10,000 per month. She believed his thought process was to identify the options available and <br />expense. The greater concern was the long term implications of that action and the fact that the <br />City would be stepping into the role of long term purveyor of water. He did not have the <br />opportunity of talking about the Hansen quarry option. It seems to be a reasonable idea to <br />explore. Staff contacted a member of the Hansen staff and he indicated this would be reviewed. <br />One of the ponds that could have been used is now out of operation and the water level is too <br />low. The second pond is low because it is supplying Shadow Cliffs. However, he was willing to <br />investigate this situation to find a solution that could work. <br /> <br /> Ms. Michelotti would like to explore these alternatives and get some comment from Zone <br />7. She was concerned about a larger agency dictating what shall happen. She liked the Hansen <br />option but wanted more information before she could support the action the Mayor is requesting. <br /> <br /> Ms. Dennis felt there were two approaches: go to LAFCo or not. The Mayor believes <br />the community could support either financial or conservation measures. We could discuss these <br />options at public hearings and proceed from there.
