grain of his philosophy. He wanted the Bemal Specific Task Force to complete its work <br />and go through the normal procedures. In suggesting his original initiative, it didn't seem <br />to him, in retrospect, like he was following his own personal philosophy and wants to be <br />tree to that philosophy. He would like to step back. <br /> <br /> Mayor Pico stated that Item 6b on the agenda was the Task Force <br />Recommendations and includes the possibility of placing the Bemal Task Force Report <br />on the ballot. He said he would like to make sure that Councilmembers understand that <br />there is a timeline; if Council fails to put anything on the ballot in November, what would <br />be the timeline or process for putting something on a ballot again in the future. It is his <br />sense that unless there is a special election we would have to wait until the next general <br />election. <br /> <br /> Mr. Roush said that is correct. The Council sponsored initiative, based on the <br />opinion of the Registrar of Voters, cannot go on a special election. It would have to go <br />with a regularly scheduled general election and this would be November 2003 or <br />November 2004. <br /> <br />Mayor Pico said it would also potentially require an EIR. <br /> <br /> Mr. Roush said any Council sponsored initiative has to go through some <br />environmental process, depending on the scope of the initiative that the Council would <br />sponsor. It could perhaps be done with a negative declaration or, in some instances; it <br />would take an Environmental Impact Report, depending on the scope and nature of that <br />initiative. <br /> <br /> Ms. Michelotti said what is being addressed at the moment is the reconsideration <br />of the council sponsored initiative. There was an action that passed. Do we need another <br />motion to rescind that action at this time? <br /> <br />Ms. McKeehan said that could either be done now or as a part of the next item. <br /> <br /> Ms. Michelotti indicated that she would like to do that now. She felt Council <br />wanted to eliminate the proposed Council sponsored initiative from April. <br /> <br /> Ms. Ayala said she would like to have a discussion on what other initiatives <br />anyone might be considering putting on the ballot. <br /> <br /> Ms. Michelotti said the point is that there was an action that Mr. Campbell is now <br />asking to set aside, so it seems like 6a should be dealt with. <br /> <br /> Mr. Roush said he understood that the discussion seemed to suggest that the <br />Council would rescind the prior action that would have placed a Council sponsored <br />initiative on the November ballot that would have tracked the language of the Bemal <br />Property initiative but would eliminate the language that prohibited housing of any type <br /> <br />Pleasanton City Council 7 06/04/02 <br />Minutes <br /> <br /> <br />
