If Council had done what staff asked, there would not have been a Citizen's Initiative. <br />He remembered that meeting very well and spent that night trying to think about what he <br />could do to fix this because Councilmembers were not going in that direction. He <br />thought that the Specific Plan should not go on the ballot. What needs to go on the ballot <br />is a variety of choices and details given for each use. Visuals need to be presented to the <br />community so they can see what the different proposals look like. The concept of this <br />being "free" land is inaccurate. This community debated over this land for decades. <br />Three years ago this land was going for almost $1 million per acre. It was through tough <br />negotiations that we were able to get this land as a community asset. People do not <br />realize that there are other areas in the community that we also can get to be used for <br />community assets, such as affordable housing. The Citizen's Initiative in no way is <br />meant to be a referendum or a gauge of the community on affordable housing. It's not <br />meant to even discuss affordable housing. It does not even use the word affordable <br />housing. It's not trying to be sneaky about it. It just says, "no housing." The reason it <br />says no housing is that two years ago, the summer of 2000, we debated, compromised <br />and came to an agreement between the landowners, the developers, and the City that <br />there be 581 homes there. That was the agreement. That's the reason what we're upset <br />now that consideration is being made to put more housing on that property. That was the <br />agreement. The concern is that it's going to take a long time to build out this land and <br />already people are coming to these meetings who were not part of the summer of 2000 <br />deal, weren't there, weren't listening to what was going on, and they are asking for <br />housing on that land. Concerning putting a referendum before the voters, a referendum <br />takes approximately 1,000 hours of signature collection. This is a lot of work. <br /> <br /> Pat Murray, 4490 Mirador, thought there was confusion when it comes to the <br />Bernal Property. When the initiative was first put on the ballot, "do you want to buy this <br />property, Mr. and Mrs. Citizen of Pleasanton," we were also told by the former City <br />Council that as to everything that would happen on that property, we as citizens would <br />have an opportunity to vote. Much of that thinking has transcended what is happening <br />today. She has been a resident of Pleasanton for 30 years and she now has an opportunity <br />to devote more time to activities within the community. She sees several issues at this <br />time. She recalled that she wanted to keep her small town exactly the way it was and <br />came before City Council many times urging Councilmembers to vote against additional <br />development. Perhaps if things were shown on a map and made very simple, people <br />would not be so confused as to what the issues are. This is presently way too hard for the <br />average citizen to understand. She is concerned about the issue of "where are my <br />children going to live" and people want them to live in Pleasanton. The same holds true <br />for the parents of these same citizens. Also tree is where retired residents are going to <br />live. We all want these folks in the community. She expressed her concerns about <br />putting the seniors in areas without access to shopping, banking, and other services. She <br />wanted Council to remember to look at the aging community within the community and <br />know that these people want to stay in and be part of the community. They are the <br />people who are the backbone of the community. <br /> <br /> Kurt Kummer, 4456 Clovewood Lane, collected signatures for the Citizen's <br />Initiative.
