something else addressed in this committee and this was heard both ways, both for and
against. The school site was 40 acres and this particular issue needs some sort of
direction by Council. Everyone understood the Council's change in mission and he did
not feel that the rug had been pulled out.

Bill Eastman, 677 Windmill, said the Specific Plan called for the voters' approval
on a land use plan. The voters always have two opportunities to decide, as Ms.
Michelotti brought up earlier with the referendum process. The City had a committee
and it came up with 20 potential uses for this property, all good uses. Obviously ail 20
cannot take place on the property. What should have happened is to get down to 4, 5 or 6
uses. Instead of having dueling committees, for parks and other uses, we should have
come down to a finite number of uses and had a plan or alternate plans. The voters could
then decide on the best plan. This seems reasonable, but that is not where the City is at
this time. He believed Ms. Michelotti was right when she indicated that we have gotten
to the point that we have people bickering and arguing unnecessarily on dueling
propositions to be on the ballot. The people can vote at any time on these issues, whether
it is affordable housing or anything else. What the City is not initiating and looking at
positively is the sports park. Nothing is being said about this and nothing is moving
ahead on this. If this is our "Field of Dreams" out there, let's stop dreaming and start
doing something.

Mr. Swirl said the Community Park Task Force is finished with its
recommendation and this will be coming to the City Council within the next few months.
At that point the Council can decide how to move forward.

Ms. McKeehan said the Task Force has a consultant that is finishing off the last
piece of the plan and she thought it would be presented in approximately six weeks.

Mayor Pico asked if there was anything in the Five Year Capital Budget for this
park?

Ms. McKeehan said there is approximately $1.8 million to be the seed money for
this plan.

Trish Maas, 7942 Raccoon Hollow Court, wanted to clarify that she is one of the
commissioners on the Planning Commission that does not support the Initiative. This
was reported in one of the newspapers incorrectly. As a Planning Commissioner and a
resident of Pleasanton for over 20 years, she supported the process and this process has
been stated in the Specific Plan. She thought going through the normal process for
narrowing down on all of the uses is the right way to go, and then present it to the voters.
The question tonight seems to be when should this take place. She felt she could support
this in November or next year.

Brian Arkin, 3740 Newton Way, said one of the things brought up is the mess
everything seems to be in. He felt this was because of the Council. Staff asked three
months ago that two plan be put on the ballot, one that had housing and one that didn't.

Pleasanton City Council 18 06/04/02
Minutes
