The roll call vote on the substitute motion was as follows:

AYES:
NOES:
ABSENT:
ABSTAIN:

Councilmember Ayala and Mayor Pico
Councilmembers Campbell and Dennis
Councilmember Michelotti
None

The roll call vote on the original motion of Ms. Dennis was as follows:
AYES: Conncilmembers Ayala, Campbell, Dennis, and Mayor Pico
NOES: None
ABSENT: Councilmember Michelotti
ABSTAIN: None

There was a break at 9:35 p.m.

The meeting reconvened at 9:40 p.m.

Item 6b
Vineyard Avenue Corridor Development Agreements. (SR 02:124)

Brian Swirl presented the staff report.

Ms. Ayala asked if the financing agreement with the School District was another piece of
this that had to be put in place.

Mr. Swirl said it was. It is expected to be on the agenda for the next Council meeting.
Council will review the estimated costs, how the financing will be done, how it will affect the
City budget as well as the District's budget. The District and the City will decide how to move
forward from that point.

Ms. McKeehan indicated the District will be reviewing that at the same time as the City.
If the agreement cannot be worked out, then the City would not accept the rights-of-way and
would not move forward with construction.

Mr. Roush indicated part of this right-of-way is in unincorporated Alameda County.
Staff has sent a proposed agreement to Alameda County so that if all the other pieces fall
together, the City can issue grading permits, encroachment permits, etc., so the City can
administer the project rather than have to process it through the County. Staff is optimistic it can
get the County's cooperation.

Ms. Ayala stated the County is supporting the 230 Kv line that PG&E wants to install.

Mr. Roush reiterated staffdoes not anticipate any problem with the County. He just
wanted Council to be aware of the situation.

Pleasanton City Council 16 05/21/02
Minutes
