proposal is that if it is not done as inclusionary housing with market rate units, the children who <br />live there will have a stigma placed on them. She thought when Greenbriar bought the land, that <br />it did not want any market rate housing on the public property. If that is true, how could the City <br />build inclusionary housing? She also heard from the Task Force that all the 318 acres is not <br />useable land. The community needs to know that. She likes the park very much. At present, she <br />likes to walk on the ridge and realizes there will be a time when she can no longer do that easily. <br />She believed the park like setting for the Bernal property can offer not only educational <br />opportunities, but also space for a relaxing outdoor experience and enjoyment of the park. <br /> <br />There were no further speakers. <br /> <br /> Ms. Ayala asked staffto identify the number of useable acres. She said she was pleased <br />that the Task Force was able to identify the top twenty priorities for the project, but she has said <br />all along, that there is not enough acreage for all the uses. <br /> <br /> Mr. Swift said the 318 acres includes a number of stream channels. There is about 40 <br />acres of the Arroyo de la Laguna and various other flood control channels. The Phase I <br />improvements required a number of retention basins and other storm water measures (10-15 <br />acres) and the berms take an additional space (5-10 acres). So there is about 250-275 acres for <br />use. Some of the retention basins areas could be made into useful open space areas with riparian <br />wetlands in the winter and a sy. stem of trails around them. That is consistent with the Task Force <br />vision for the use of the area. You could not build a softball field in those types of areas. <br /> <br /> Mr. Campbell asked about the Commission review process and why or why not that <br />should occur. <br /> <br /> Mr. Swift said that is for Council to decide. The original process in the Phase I Specific <br />Plan would have had the Task Force bring to Council for adoption a Specific Plan for Phase II, <br />which would then be put on the ballot for ratification. That requires full review by all the <br />various commissions, a CEQA document and Council action to adopt the plan subject to <br />ratification. The Council initiative process would not adopt a plan, but would place the plan <br />directly before the voters for adoption. That requires the appropriate CEQA and environmental <br />documents to be approved before putting it on the ballot. Because the plan would not be adopted <br />by Council, it would not require the usual feedback from the various commissions. <br /> <br /> Ms. McKeehan said that under either of those options, the matter could still be sent to the <br />commissions for comment. There has been quite a bit of public input to date on the Bernal plan. <br />The question to decide on June 4th is whether to have formal commission review. A number of <br />those commissions had representatives in the process including parks, housing and planning. <br />The question is how much more comment and review does the Council want. Anything is <br />possible and Council needs to determine what process to follow from this point. <br /> <br /> Mayor Pico pointed out that this agenda item relates to whether to put the citizens' <br />initiative on the ballot, and not anything else.
