needed on the Bernal property. She read the mission statement of the PAC with its five reasons <br />for dedicating 5% of the property for housing. It supported the park concept along with the <br />following: a small amount of mixed income housing can be successfully incorporated in a park <br />setting along with the school, YMCA, arts center and other buildings being proposed for the <br />property; location of senior housing on five acres close to existing senior services will help <br />alleviate the critical need of lower income seniors who have to wait for years to get housing they <br />can afford; the location of mixed income family housing/child care center near a transit station <br />will provide a valuable service to the city, which received over six hundred applications for the <br />68 below-market units at the Promenade; the lowest density, most affordable housing in <br />Pleasanton has always been built on city-owned land; and the voters of Pleasanton on two <br />occasions have shown their compassion and generosity by supporting affordable housing that <br />gives preference to Pleasanton residents and their families. She said she was speaking for the <br />Th-Valley Interfaith Poverty Forum and the new PAC "Citizens for a Caring Community". <br /> <br /> Angelina Summers, 4750 Sutter Gate Avenue, believed that it was a conflict of interest <br />for Councilmembers and Commissioners to be circulating petitions and wanted those signatures <br />they gathered to be disqualified. <br /> <br />Mr. Roush said it was not a conflict of interest. <br /> <br /> Libby Kolar, 17 Cali Court, assumed that Council would put the citizens' initiative on the <br />ballot and the next step would be to educate the voters on the differences between the citizens' <br />initiative and the Council initiative. When she circulated the petitions, not a single person <br />refused to sign. Some people registered to vote in order to be able to sign the petition. The <br />Bernal property is very visible and has been a point of contention for many years. She supported <br />the Commission review of the Task Force recommendations. Each commission has a specific <br />area of expertise. She remembered the concerns about the property during the General Plan <br />update process when the proposal was for 1,900 homes. There was concern about infrastructure <br />and traffic. She did not see that those concerns have changed. Trees have been removed from <br />Bernal Avenue and there are more traffic signals. It takes her longer to get onto the freeway at <br />the Bemal interchange and that is before there are residents on the property. She has purposely <br />not viewed the model homes on the property as a boycott. <br /> <br /> Cindy McGovern, 9206 Longview Drive, indicated she was speaking as a resident who <br />lives near the Bernal property, not as a School Board member. She said she has lost touch with <br />what the Bernal Task Force was supposed to do. Was it to take comments and bring that to <br />Council; was it to develop the list of top 10-20 uses for the property; or draft a specific plan. She <br />believed the community also has lost the purpose of the Task Force. She believed she was part <br />of a caring community and volunteers many hours for the community and the children. She <br />support Measure I and she was one of the petition circulators for the Bernal Property Initiative. <br />She is working to protect this property. The Interfaith Poverty Forum recommended that fifteen <br />to twenty acres be set aside for one to three bedroom units at thirty to fifty per acre, or 250 units. <br />They wanted five acres for seniors. They recommended three to four story developments at a <br />density of 30-50 units per acre, or 450-750 units. That could be up to 1,000 more units on that <br />property. She did not believe anyone could fully appreciate the impact of that until the 750,000 <br />sq. ft. of commercial space is built there.
