Ms. Ayala said she still supported building the lighted sports fields first. There is really <br />only one place for the fields to be built. She was unsure what Mayor Pico meant about timing. <br /> <br /> Mayor Pico referred to the lighted sports fields and the timing of when various projects <br />would take place. For example, if affordable housing is desired, there has to be some <br />recommendation on the timing, location and other issues. Do we put in 4 H parks first? It is a <br />question of timing as well as prioritizing. He would like that to be general. <br /> <br /> Ms. Michelotti was unclear on timing vs. policy issues and asked for clarification on the <br />motion. <br /> <br /> Ms. McKeehan said the motion was for the two Bemal Task Forces to develop a specific <br />plan with the land use portion to be a park like setting, to set policies to determine future uses <br />and their timing and the process to be followed for development of the property. Staff has <br />always envisioned that the two groups would come together. The policies are really the specific <br />plan. The timing concept is unclear. <br /> <br /> Mayor Pico withdrew "timing" from the motion. <br /> <br /> Ms. McKeehan said establishing the process to follow can be easily done. She did not <br />think setting the priorities for uses should be done by the Task Force. That will take a few years. <br /> <br /> Mayor Pico agreed to remove that from the motion as well. <br /> <br /> Ms. McKeehan then referred to the issue of determining the financing of projects. She <br />felt Council may want to get recommendations on that. <br /> <br /> Mayor Pico felt that was part of the policies. Will the City finance things internally, <br />would it create partnerships, seek outside financing, etc. He felt it was necessary to start <br />addressing those questions. <br /> <br /> Ms. Michelotti felt that was Council's job through the budgetary process. Getting input <br />from the Task Force was important, but Council has to decide the priorities. <br /> <br /> Ms. Dennis said the way things develop depends on whether funding is available. For <br />instance, if the committee has a strong feeling that it does not want to see partnerships, but only <br />internal funding, that recommendation could be made. <br /> <br /> Ms. McKeehan suggested the direction to the Task Force was to pursue all available <br />financing options. <br /> <br /> Mayor Pico said the only problem with that is if the Council wanted to sell a piece of it to <br />finance construction of something. For example, if a piece of property is sold for an ACE train <br />station, then are those proceeds available to be used for financing other projects or should they <br />be exclusively set aside for this project. <br /> <br />Pleasanton City Council 14 03/19/02 <br />Minutes <br /> <br /> <br />
