and he hopes that remains. The pre-annexation agreement indicated that if the bypass road is not <br />completed in time that the City would seek an alternative route. He suggested using the <br />east/west collector to the east end of the G-reenbriar propen~y, cut over to Alisal along Dales Way <br />or to make an "S" curve on the west side of the pump house that would tie into Alisal and go <br />down Alisal about a half mile to access the flat acreage on the Spotomo property~ then on to tile <br />golf course. That would affect eleven homes on Alisal. Mr. Howell felt that since Mr. Spotorno <br />wants to develop the flat land, that would give access to his development. Since he would have <br />to pay for infrastructure on his property, it would save the City money. It would not have to <br />build along the foothills. That would significantly mitigate traffic hazards on Happy Valley <br />Road, Sycamore Road and most of Alisal Street. If this interim bypass road were constructed, he <br />felt the residents would feel comfortable approving the annexation. <br /> <br />Ms. Michelotti asked if this was discussed at the neighborhood meeting last night? <br /> <br />Mr. Howell did not remember. <br /> <br />Mayor Pico said the Specific Plan has the flexibility to allow this to happen. <br /> <br /> Mr. Howell said he would sponsor a community debate at the Faith Chapel in the next <br />few weeks before the annexation election. City staff is invited to attend. <br /> <br /> Ms. Michelotti asked if his interim route was to be used only until another route was <br />found? <br /> <br /> Mr. Howell said that personally he could live with that. He felt the consultants were <br />correct and the traffic report is correct that there will not be a traffic problem. However, the <br />perception of the residents is that traffic will be terrible. The interim bypass would give the <br />residents a chance to find out just what traffic will be like and buys time for any necessary <br />changes to the Specific Plan. <br /> <br /> Tom Smith, 1070 Happy Valley Road, thanked staff for all the work they have done on <br />this. He felt he could make the arguments for both sides of this question. He loves golf and lives <br />on Happy Valley and Alisal. The idea of surrounding trails, limited growth, etc. is wonderful. <br />However, he did not like the idea of all that traffic on the road starting before dawn, ending after <br />dark, and the additional traffic due to weddings and other events at the clubhouse. He could, <br />however, live with the golf course if the bypass road were built. Now it seems the road will <br />never be built for numerous reasons. That means all the traffic will go onto Happy Valley Road <br />and he did not feel that road could handle it without tragic consequences. Council has said it did <br />not want to develop this area piecemeal, but that is exactly what is happening. If it were any <br />other developer than the City, he felt City staff would reject it. This is not fair to the residents. It <br />would be cheaper for the developers if there is not annexation because they would not have to <br />pay for the infrastructure. This is a difficult situation for the residents. He felt the golf course <br />would still be built and the residents would get nothing. He felt Happy Valley should be part of <br />Pleasanton if the golf course is built there, but the feeling fight now is the annexation will be <br />defeated, the City will annex around them and there will be a lot of angry people.
