It was moved by Mr. Campbell, seconded by Ms. Micheiotti, to adopt Resolution No. <br />02-023, accepting the Library Strategic Plan. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />There was a break at 8:50 p.m. <br /> <br />The meeting reconvened at 8:55 p.m. <br /> <br />Item 6c <br />Setting the Happy Valley Annexation Election Date for April 17, 2002 and approval of the <br />updated Happy Valley Pre-Annexation Policy Statement. <br />(SR 02:043) <br /> <br />Randall A. Lum presented the staffreport. <br /> <br /> Mr. Campbell indicated April 17 is a Wednesday and most elections are held on a <br />Tuesday. He was concerned this might confuse the voters and preferred that it be a Tuesday. <br /> <br /> Ms. McKeehan indicated this is an election without polling places. It is a mailed ballot <br />election. <br /> <br /> Ms. Dennis felt there might be residents of Happy Valley who would want to sign <br />arguments in favor of the annexation and did not want to discourage them from participating if <br />all five Councilmembers volunteered to signed the arguments. <br /> <br /> Mr. Roush suggested Council discuss who would sign the arguments. If there was <br />support to have three residents in the Happy Valley area to sign the arguments as well as two <br />Councilmembers, that would be pursued by staff. The two Councilmembers could write the <br />arguments for presentation to the full Council on March 5 for ratification. The remaining <br />Councilmembers could sign at that time, if residents had not come forward to sign the <br />arguments. Council could also sign the rebuttal arguments. <br /> <br />Ms. Ayala asked if there was a cost difference between the two annexation proposals? <br /> <br /> Mr. Lum said there would be no change in the infrastructure to be constructed by the City <br />for the golf course. The arrangement for the developers to pay for the water and sewer mains to <br />serve the existing residents would no longer apply. There would also be a delay in the project <br />because it would likely take another year because of the loss of the construction season.
