before development on the west side. She felt it would be a mistake to miss the November
election. She worked very hard for Measure I and she felt the people who voted for it wanted
less housing. She did not want any more housing than has been approved.

Mr. Campbell felt the Lithia Park idea was great. He loved the trails, the wildlife
education center, the community gardens, as much open space as possible, the YMCA
community center. He supported the arts facilities and the First Tee Program. He felt that was a
great program and was an important way to teach young people how to play and the etiquette of
golf. He supported affordable housing and felt the fifteen acres could blend in with the surround
areas where it is proposed. He also supported the 4-H Club and train station designations. He
complimented Ms. Hosterman on all her hard work.

Mayor Pico wanted parks, open space and arts. He felt it was a mistake to create two
separate task forces for this property. He felt the property should be looked at as a whole and he
felt there was room for sports fields, arts, the First Tee Program, performing arts venues, Lithia
Park-type paths, the agricultural facilities, etc. He also liked having the YMCA running youth
activities, a daycare center, etc. What he does not like is the separation of related uses. He felt
some uses needed to be clustered to be more effective. He encouraged the two committees to get
together and challenging where we are right now. Although he would like to see something on
the ballot this November, he did not want to rush the process at the expense of doing something
that is right. He would like to see a second preferred plan with more parks and open space. He
felt the educational facility as a separate forty acre block doesn't fit, but perhaps an educational
facility tied into a park might fit, like a museum fits in Golden Gate Park, but not a forty acre
high school or something on those lines. He did not like the way the current preliminary plan
shows the high school separating things and destroying the view shed. He would prefer to see a
high school closer to the extended Valley Avenue and not in a linear strip all the way to Bernal.
He preferred the community park to front onto Bemal with an educational facility or high school
behind it. He viewed this whole area as a park. The water detention basins could be kept as
lakes with ducks and trails. We are moving closer to a product the community wants. He
questioned including a cemetery. While he supported adding religious facilities, but was not
certain how to make it happen or whether this was the right place. He was concerned about the
ACE train location. A few months ago, Council heard that more entries were necessary for the
existing parking lot at the fairgrounds and one road in and out of the proposed location on the
Bernal property is a mistake. He felt the station should be moved to allow more access. He
agreed that whatever is done on this property should be tied to downtown. He also thanked the
Task Force for its work. Although he would like to see something on the ballot in November, he
did not want to push the process. We don't have to plan everything today. Property can be
reserved for future open space uses.

Ms. Michelotti indicated that except for the cemetery, everything on the top 20 list was
valuable to her and just because she has not mentioned something, it doesn't mean the support is
not there.

Mayor Pico felt there was room for affordable housing, but he would put it near where
the fire station or daycare center is proposed, so it is clustered in with the rest of the housing.

Pleasanton City Council 18 01 / 15/02
Minutes
