ponds. Those could be enhanced to be more than flood control. The Task Force has done an <br />excellent job in working with people's needs. With regard to the affordable housing issues, only <br />fifteen acres are being requested to be set aside out of over 300 acres of public land. She felt <br />there is enough development already, that the affordable units could be placed in an area that will <br />not interfere with other open space issues on the site. The best affordable housing in the <br />community has been built on City-owned land. That gives the City greater freedom for design <br />and even with mixed income projects, there is the ability for inclusion of a greater number of <br />affordable units than in private development. She is very proud of the facilities in Pleasanton. <br />She believed the fifteen acres would not be noticed and the City could do something very special <br />with that. She complimented the Task Force on its work and felt the only thing remaining was to <br />resolve the forty acres. She felt the concept of Marilyn Kane could be accommodated on the <br />western acreage. She urged the community to continue to be involved in this process. <br /> <br /> Ms. Michelotti said she was very happy to see the attendance at the last Task Force <br />meeting. She thanked Ms. Kane for presenting her concept for the park and noted that she had <br />presented pictures of the same park to Council early in the process. She wanted to have as much <br />open space as possible and particularly Mrs. Kane's idea of transferring the Lythia Park concept <br />to the east side as well, with uses mixed in varying locations. She wanted to preserve the view <br />corridor through the property. Regarding affordable housing, she felt this was a great location <br />for "oppommity housing". The senior housing is still badly needed and that is a high priority on <br />her list. She stated she could see three uses for the comer piece at Pleasanton Avenue. The <br />performing arts facility in the location designated for the train station was a great idea and should <br />be near downtown. However, she also thought that comer would be good for affordable housing, <br />and it was also a good site for the train station. She wanted to further review the uses of that site <br />and to see if the station could be moved. She supported a cultural arts center and said it has <br />always been a part of the concept for this area. She did not think a cemetery would work on this <br />property. That had been considered near the knoll, however cemeteries being established today <br />require a lot more land than that. She felt the most beautiful cemeteries she has seen are located <br />on ridge areas with views. She liked the concept of keeping as much open space as possible, lots <br />of trails and uses intermixed. She complained about the berms along 1-680 and said they take <br />away the views of the hills. Since they are there, she felt trails next to them would be a good <br />idea, but advised them to be built before the residential development. She liked the idea of <br />linking trails and uses. She liked the affordable housing, a community center, and the ACE train <br />station close to housing and with access on both sides of the platform if it is moved farther south. <br />She complimented the members of both Task Forces and hoped they have a joint meeting before <br />the plan is presented to the Parks and Recreation Commission. <br /> <br /> Ms. Ayala wanted to get this plan on the November 2002 ballot. She wanted the Task <br />Force to develop language for the voters and agreed it might be a good idea to have two choices. <br />She felt the current Preliminary Plan would be defeated. She did not want to have to do an <br />Environmental Impact Report for this project before it goes to the voters. The second option she <br />would like to see would be the open space Lithia Park idea and not just on the west side. She <br />would like the entire parcel open space, except for the lighted sports fields. This is one of the <br />only places in town to get lighted sports fields. She would be open to the committee putting <br />together language that would give two uses and one would be a park theme with any compatible <br />use (including the top twenty uses); the trails are an absolute must and should be established <br /> <br />Pleasanton City Council 17 01 / 15/02 <br />Minutes <br /> <br /> <br />
