the community more time to react to traffic studies and still allow the City to meet its obligation
to Standard Pacific.

Ms. Michelotti indicated the Stoneridge Specific Plan indicates Stoneridge would curve
northward to Staples Ranch. If Stoneridge were connected to E1 Charro in a more direct fashion
it would preclude housing on a portion of the Standard Pacific property.

Mr. Swift said the Specific Plan does show the road crossing to the north. The General
Plan says the location of major thoroughfares within a specific plan boundary can be a decision
as part of the specific plan. Even though the General Plan shows the same depiction, the road
can be relocated. When the City looked at the Standard Pacific project there still was an issue as
to whether the Stoneridge extension would work better on the south side of the Arroyo Mocho,
intersecting E1 Charro Road, or whether a configuration up through Staples Ranch was better.
So when the tentative map was approved, the City had three years to decide the location of the
road. It makes a difference as to how many houses Standard Pacific can build. If the road runs
north, there would be 32 houses but only 18 if the road runs south. Standard Pacific has held off
building its last phase until that decision is made.

Mayor Pico asked if there would be a report on this on the agenda before the November
Council meeting.

Mr. Swift said yes. There would be further meetings with the neighborhood to go over
the traffic study and to get their input on the location of the extension, if it goes through at all.

Ms. Michelotti asked if staff were still considering the option that included a bridge
perpendicular across the arroyo.

Mr. Swift said that was an interim connection to parts of Staples Ranch with the future
connection to E1 Charro being farther to the east. There are many options, each with their own
complications.

Mayor Pico wanted to make certain Council was notified of the next meeting regarding
Stoneridge Drive. He then indicated that after advertising for the vacancies on commissions and
committees, no one had applied for the Education Account Advisory Board required by the
Altamont Settlement Agreement. He indicated he would like to appoint a person qualified for
that position without readvertising for the position. He asked for Council consensus for this
action. In addition, there was one applicant for the Housing Commission. That applicant is on
the Human Services Commission and would have to resign that position. He believed that since
advertising for the terms that expire in April will start in January or February, he proposed to
appoint the alternate on the Human Services Commission to the regular membership and carry a
vacant position until the Spring.

There was consensus of the Council for the Mayor's action.

Pleasanton City Council 26 09/18/01
Minutes
