She thanked Mr. Roush for his extra effort on this job. This is a difficult and obscure area of the
law and there were many issues to understand and resolve.

Mr. Campbell thanked Mr. Greene for his words of appreciation. He also complimented
the senior community and the owners of the parks for arriving at this compromise. Compromise
essential, but not always easy. This is an opportunity to start building trust between the two
sides and repair relations. On another note, he was not comfortable when people address
Council and make personal accusations and derogatory comments. He hoped in the future that
we can be more professional in addressing Council and talking about City staff.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to approve the Agreement
Providing for Stabilization of Mobilehome Space Rents, and to introduce Ordinance No.
1843, to be read by title only and waiving further reading thereof, which repeals Chapter
6.60 of the Pleasanton Municipal Code and adds a new Chapter 6.60 to continue to provide
for the mobilehome rent stabilization program and to maintain two of the parks as senior
parks, said ordinance to apply to any park owner that does not sign the above agreement.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

5. STATUS REGARDING CITY'S REVIEW OF ALTERNATIVE FORMS OF

OWNERSHIP FOR MOBILE HOME PARKS LOCATED IN THE CITY (SR 01:257)

Steven Bocian presented the staff report.

Ms. Michelotti asked if Mr. Bocian had received any input from the residents of the parks
with regard to preservation of the affordable units. There would be some effect on the resale of
the units, since the City was trying to maintain the affordability of the units.

Mr. Bocian indicated that level of detail had not been discussed as yet. The main focus
has been to describe to the residents what the issues were along with the various ownership
options. He felt that if the City decided to pursue this, there would be a number of issues that
will evolve and have to be discussed with the owners and residents in the parks.

Mayor Pico clarified that the staff recommendation was for Council to direct staff to meet
with people to talk about this and if there is some interest in cooperatively working together, then
staff would come back to Council with other information for Council.

Mr. Bocian said that was correct.

Pleasanton City Council 5 10/02/01
Minutes
