Mr. Roush said that was correct. With regard to the exhibit Mr. Wagner referred to, he
said it was based on information given to him by Mr. Wagner and he would check it for
correctness. He said the maintenance standards expressly do not apply to either Fairview or to
Pleasanton Mobile Home Park. They only apply to the two larger parks.

Ken Waterhouse, 3231 Vineyard Avenue, said this has been quite a journey over the last
several months. He agreed the agreement is a compromise but he is willing to execute it. He
said his attorney is giving it a final review before he signs it. He thanked Mr. Roush for all the
hard work he has done on this. It was necessary to deal with many different personalities and
many different objectives, but he was pleased they finally are on the road to some peace and
tranquility. He looked forward to moving forward for a better park.

Robert Greene, 3263 Vineyard Avenue #11, indicated he was a representative to the
Pleasanton Mobile Home Committee. He thanked Council for its support. He did not think this
point would ever be reached. When the process started last February, the residents were
confronted with four owners and their attorneys. He felt they wanted to intimidate the residents
and might have succeeded without the support of the Council. He agreed the agreement is a
compromise and asked for continued support from the Council to enforce the terms of the
agreement. He also praised Mr. Roush for his understanding and willingness to meet with the
residents.

Mayor Pico expressed his appreciation for the comments made. He referred to the
Commtmity Character Standards that have been adopted by the City and the School District and
hoped that at future meetings the speakers could show more respect for individuals and the
integrity of the process. He realized there were some hard feelings from the recent negotiations.
He requested the individuals not be personally attacked. This has been a difficult process for
everyone and although it is not a win/win solution, it is a good compromise. He hoped the park
owners would sign the agreement and resolve the differences. He also hoped that Mr. Wagner
would consider signing the agreement as well, so an ordinance would be unnecessary.

Ms. Ayala referred to Mayor Pico's comments about the character of a community. She
said often the character of a community is judged by how it treats the young and old. She
believed the Councilmembers had great respect for the seniors of the community and she was
glad to have been able to work on the agreement.

Ms. Michelotti agreed that Council was in support of the senior residents. She said it was
a tribute to them that so many came to the Council meeting in support of this process and were
able to rise above the differences to come to an agreement. She realized that there are points
upon which both sides are not happy, but this is a good compromise in the best interest of the
community. Council will do its best to see that promises are kept. She trusted people to stand by
their word.

Ms. Dennis realized how difficult it can sometimes be to come to an agreement. She was
happy there were people on both sides of the issues who spoke in support of this compromise.

Pleasanton City Council 4 10/02/01
Minutes
