traffic and he did not understand where the 1,100-1,500 cars a day was coming from. If there <br />has been some miscommunication, it will sink community support for annexation. That should <br />be explored and clarified. He felt Council should provide an incentive to the residents to make <br />them want to annex. He believed the City should provide sewer and water connections all the <br />way to the residences, not just to the property line. If the bypass road is not constructed, the City <br />has saved $1.5 million and that money could be allocated toward an incentive program. He <br />suggested raising green fees and also suggested hook up fees for Zone 7 could be reduced. Zone <br />7 has been pumping groundwater from the Happy Valley basin for years and now they are asking <br />for $10,000 for hook up fees. He felt since it had been borrowing from that resource, they might <br />be willing to reduce the fees. Finally, the bypass road has always been an expensive endeavor. <br />The Alisal Improvement Club had an idea early on to bring it along the base of the hill. Take the <br />east/west collector and where Alisal Road is perpendicular to that, create a connection for a half <br />mile and it would impact only 8-12 homes. If you could work a deal out with Mr. Spotorno in <br />exchange for developing his flat acreage, you could run the golf course road through his flat <br />acreage up against the base of the hill and cul de sac at the golf course property. That would not <br />be win/win because a lot of people don't want to see a change, but that could happen. He <br />believed that considering what is on the table now will cause the annexation to be voted down. <br /> <br /> Sue Adams, P. O. Box 477, recommended postponement of this item until the residents <br />have more time to study the issues. <br /> <br /> Janet Linfoot, 6300 Alisal Street, related a story about Franz List, who convinced a <br />woman to leave her husband and come to him. He promised her many things, but never <br />delivered. She quoted the woman who said "He promised to take me to paradise, but he couldn't <br />find the road." Ms. Linfoot felt a proper road should be the first thing to have for a project. The <br />project has sewer, water, power, etc., but no road. Happy Valley residents use their little country <br />road and it is a far cry from anything resembling a basic piece of infrastructure for the <br />development that is contemplated. The residents will not stand idly by while traffic generated by <br />the development is poured onto their little road with no commitment to construct a proper road. <br />This is unacceptable. She hoped staff can discover a road that will avoid an unpleasant situation <br />for all. She hoped there were no "Franz Lists" among the Council. <br /> <br />There were no filrther speakers. <br /> <br /> Ms. Dennis believed the purpose of the requested additional funds is to provide the <br />information and details the residents are asking for. The goal of the Council is to provide <br />accurate and honest information on what is likely to happen and to discuss altematives for the <br />road and what can be done. She agreed with Mayor Pict's request to have an alternative <br />annexation proposal. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Ayala, to direct staff to proceed with <br />the completion of f'mal design plans and specifications for phase I (Golf Course and Off-site <br />Infrastructure), and authorize the City Manager to execute consultant contracts shown in <br />Exhibit H for a cost not to exceed $1,031,358; to direct staff to meet with Happy Valley <br />residents regarding annexation policies, and to present these policies to the City Council for <br />f'mal confirmation prior to conducting the annexation election; and adopt Resolution No. <br /> <br />Pleasanton City Council 19 10/02/01 <br />Minutes <br /> <br /> <br />
