Mr. Campbell pointed out that the Las Positas course has 127,000 rounds per year and he <br />felt that course was at its maximum capacity. <br /> <br /> Ms. Michelotti asked if the agreement with the developers to provide the water and sewer <br />infrastructure was still valid. <br /> <br /> Mr. Lum said staff would reconfirm that, but it was expected that the agreement is still <br />valid. <br /> <br />Mayor Pico invited public testimony. <br /> <br /> Jerry Wagner, 6344 Alisal Street, was upset that the neighborhood meeting was held the <br />day before the Council meeting. He felt the residents did not have enough time to review the <br />information presented to them. He felt the matter should be postponed. There should be at least <br />a week between the neighborhood meeting and the Council meeting. He said that Mr. Lum had <br />told him the golf course would go in one way or another. If the annexation was not approved, <br />the City would find another way. He said Mr. Lum said there was no way to get the bypass road <br />constructed and there may never be a way, therefore Alisal and Happy Valley Road would have <br />to carry all the construction traffic and 1,500 cars daily that would be coming to the golf course. <br />Mr. Spotorno said it would cost $8 million to construct the bypass road and it was too costly to <br />construct. Mr. Wagner said the annexation vote should be held first so Council would know <br />what the residents of Happy Valley want and what other alternatives the City would have to use <br />to construct the golf course. The City should stop spending money on this project. He felt <br />Council was asking the residents to lose their rural atmosphere, have more traffic, and lose their <br />privacy because of the trail plan. He pointed out that a golf course was #31 or #32 on the <br />priority list for the Bernal property and felt that indicated the people did not really want another <br />golf course. He referred to the $31 million bond to be approved by Pleasanton residents and did <br />not think that would be approved. He recommended a postponement of this item. <br /> <br /> Bill Howell, 6651 Alisal Street, complimented staff on the report and disagreed with Mr. <br />Wagner on some of the things he quoted from Mr. Lum. He felt the annexation was in serious <br />jeopardy. When the proposal was originally presented, it nearly died because of traffic concerns. <br />Someone presented the idea of a bypass road and that gave it new life. That was the foundation <br />for support of the golf course project and annexation. He asked Council to direct staffto <br />seriously review alternatives for the traffic. He said there was an assumption that without the <br />golf course, there would be hundreds of units of high density housing in Happy Valley. He <br />believed that assumption was wrong because without the infrastructure there will not be <br />development. It is too far from the City for a housing developer to build the infrastructure and <br />the City likely will not allow them to connect to City services if they are not part of the City of <br />Pleasanton. He also believed the assumption that the area will be awash in vehicles is incorrect. <br />If staff more carefully reviewed the traffic situation and Council can provide additional <br />incentives, it is possible for the annexation to go through. Even if the City can bring sewer and <br />water lines to the property, the remaining onsite costs still exceed the costs of installing new <br />septic leach fields and a new well if necessary, which most of the residents would not have to do. <br />He presented his calculations that indicated only sixteen cars an hour would be added to the <br /> <br />Pleasanton City Council 18 <br />Minutes <br /> <br /> <br />
