Ms. McKeehan said there was no definition of affordable. The City programs for
affordable housing do cost much less than $350,000, but are subsidized in one form or another.
Most people generally have someone in mind whom they wish could afford a house in
Pleasanton. A more detailed survey would be necessary regarding affordability. The City has
done as much as it can to make certain a variety of housing products and prices are available. It
continues to work to provide more housing at the lower income levels.

There was discussion about the increase in house prices and the levels of income
necessary to purchase a home.

Ms. Dennis inquired about the questions regarding City services. She did not think a
high percentage of the residents would have used Building Inspection for example and wondered
why the questions were included.

Ms. McKeehan felt that if people had not used the services, they would not have
responded to the questions.

Ms. Dennis believed the City had done a lot in terms of educating the public on housing
needs and the good job it has done in fulfilling that. She was not certain people really thought of
a dollar amount when they thought of affordable housing. They just think of people they know
who can't afford to live here even though they have good jobs.

Ms. Ayala referred to the rating for water quality. She related her experience when she
goes to a store to fill a five-gallon jug of water and they just turn on a faucet. She asked why
citizens can't do that in their homes?

Ms. McKeehan indicated the water quality is fine; the issue Ms. Ayala referred to is taste.
It is the mineral balance in the water that determines the taste and staff is continuing to work
with Zone 7 to improve the taste. That is a very expensive process.

Ms. Michelotti suggested a synopsis of the survey be sent along with water bills to all the
citizens.

Mr. Campbell said this is the ultimate report card for City staff and said the results were
amazing. He commended staff on all the hard work.

MATTERS INITIATED BY COUNCIL

There were none.

CITY COUNCIL CALENDAR

No action was required.

Pleasanton City Council 5 09/04/01
Minutes
