5. MEETING OPEN TO THE PUBLIC

Herb Clayton, 808 Abbie Street, expressed his desire to have a large commercial post
office facility in the downtown area. He believed this was justified because of the development
of the Bernal property and urged the Council to have the postal service evaluate the suggestion.
He asked if this request had been raised before.

Mayor Pico indicated this has been raised a number of times. Staffhas been working
with the postal service to provide auxiliary branch offices downtown or in the civic center area.
The post office in Pleasanton is going through a major transition in management and he hoped
that when a new manager is appointed the City could get more assistance. There have been
meetings with postal service representatives and representatives of the Chamber of Commerce
and other cities in the Th-Valley area to discuss service concerns. There have been
improvements in service, however, it is his understanding that the U. S. Postal Service has frozen
any further capital expenditures on facilities. He believed the best chance for downtown service
at this time would be a private/public partnership. There had been a satellite branch in a travel
agency, but that was discontinued due to lack of activity.

Bill Christensen, 7979 Hillsboro Court, expressed complaints about disabled parking and
accessibility. He said parking spaces for the disabled at City Hall were incorrectly drawn. He
sited various restaurants downtown with accessibility problems and poorly sited or inadequate
handicapped parking spaces. He suggested one handicapped parking space per block near the
bulbouts. He further stated handicapped spaces should be van accessible with eight feet on the
right side of the space and with all blue lines. He complained there is no enforcement of
handicapped parking spaces in the evenings and on weekends. He believed compliance with the
Americans with Disabilities Act was the ultimate responsibility of the City. There is a ratio of
handicapped spaces per regular parking spaces and he cited the various shopping centers that do
not comply. He urged the City to correct the mistakes that currently exist.

Ms. McKeehan indicated staff would investigate and bring a report to Council.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Presentation of the 2001 Community Survey (SR 01:218)

Deborah McKeehan presented the staff report.

Mayor Pico referred to two surveys he had recently reviewed; one on a State level and
one for the Bay Area. They validated the Pleasanton survey in that the most important issues to
citizens appear to be growth, traffic and affordable housing.

Ms. Ayala referred to the desire for development of more affordable housing. She
surmised that people of Pleasanton think affordable housing is priced at $350,000. She believed
staff considered affordable housing to be priced much less than that.

Pleasanton City Council 4 09/04/01
Minutes
