felt there is no circulation on the east side of Pleasanton. There were some improvements <br />on Santa Rita at Valley Avenue for eastbound traffic, but the morning traffic has not been <br />addressed at all. She felt a school on this site will increase the 8:00 a.m. traffic and <br />Valley and Santa Rita are already at peak. She preferred to have senior apartments that <br />are affordable by design rather than subsidy. She suggested a four-story unit with rentals <br />or condominiums at market rate. She did not believe there were units available in town <br />for middle income seniors. They would not add to the morning commute and this site <br />would provide access to public transit. She believed there were many seniors who own <br />homes and would like to sell them to move to smaller units. Those homes would than be <br />available for young families. She supported the idea of a church on the site and agreed <br />residential traffic flow is important. Residential neighborhoods should not be isolated <br />from others and she felt the site needed four outlets. She did not want to dump more <br />traffic onto Valley. <br /> <br />Mayor Pico asked staff to review the Hansen/Kaiser properties. <br /> <br /> Mr. Swirl went to the aerial map and pointed out the location of the Kaiser and <br />Hansen properties and described the potential for the properties as well as the proposed <br />chain of lakes. <br /> <br />Ms. Ayala asked if the urban growth boundary cut into the Hansen property? <br /> <br /> Mr. Swirl said the County urban growth boundary does not include any of this <br />area. Pleasanton's urban growth boundary runs along the Arroyo Mocho and E1 Charro. <br />It includes the Kaiser property. He further pointed out the Staples Ranch Area and E1 <br />Charro Road. <br /> <br /> Sandra Lemmons, Assistant Superintendent for Administrative Services of the <br />Pleasanton Unified School District, said the District is trying to look to the future in <br />planning for schools. One concern is the potential for a future high school. She had no <br />idea at this time how large it will need to be. The District wanted options to deal with the <br />school population in the future. <br /> <br />Ms. Ayala asked if a school was appropriate for this site? <br /> <br />Ms. Lemmons said she had not looked at the site herself. <br /> <br /> Dennis Lai, 1439 Maple Leaf Court, said he did not want a school next to his <br />property. He preferred Option A or D and suggested the school site wrap around the <br />City's corporation yard. He mentioned he can sometimes hear gun shots and other noises <br />from the pistol range and felt the school facility could buffer that noise. <br /> <br /> Mark Tucker, 1844 Martin Avenue, indicated traffic was the key concern along <br />with the need to preserve the existing neighborhood. He stated there had been concern <br />about traffic to Mohr Elementary down Martin Avenue.
