requires the City to plan for housing for all income levels. She believed that now was the <br />time for Council to set standards for affordable housing in this development. She did not <br />think the City needed more in-lieu fees, it needed housing. <br /> <br /> Terry Broderick, 4218 Fairlands Drive, also spoke in favor of more affordable <br />housing. He believed the best way to get more affordable housing was to increase the <br />density. He referred to the Task Force for the land uses on the Bernal Property and its <br />ranking affordable housing as 11th priority for the property. At the town meeting for the <br />Housing Element update, the issues of highest concern were increased densities, total <br />units and changes of zoning to allow for increased densities. All these items at public <br />meetings reflect a concern for that the number of affordable housing units in Pleasanton <br />must be substantially increased. He felt there was a lack of direction and focus on <br />providing affordable units. He believed the Busch property was that last significant <br />parcel of land and should be considered for affordable units. <br /> <br />Ms. Michelotti asked if any of the proposed options addressed his concerns. <br /> <br /> Mr. Broderick said the best way to increase the number of affordable units was to <br />increase the densities. Single-family units do not do enough. <br /> <br /> Jack Dove, 5250 Case Avenue #110, indicated he had served on the Circulation <br />Subcommittee of the General Plan Review Committee. There are many changes in the <br />City and its continuing efforts to meet its General Plan. The Hansen property and quarry <br />uses are changing and the City needs to continue to plan for Stoneridge Drive to go <br />through and to take E1 Charro to Stanley Boulevard. That will help balance circulation in <br />the City. He also felt there was not enough affordable housing in this proposed project. <br />The original plan for the property included 300 homes. He was concerned about a school <br />on this site. He believed transportation was better for seniors and affordable housing on <br />this property. There is already a request for a school site on the Bernal property. He <br />understands the School District is not in a rush to build and felt something could be done <br />on the Hansen property. He hoped to have affordable housing and the school near access <br />points. Affordable housing should be in a separate section of the Busch property. <br /> <br /> Joseph Jones, 3625 Touriga Drive, indicated there are only 3,000 remaining <br />building permits and there are few parcels of this size left. He felt there was an <br />obligation to the public to provide affordable housing. The voters clearly addressed these <br />parcels by Measure D. Section 7, County Housing Obligations, referred to County land <br />inside an urban growth boundary, Item 4 calls for the percentage goals for low and very <br />low income housing in Policy 42 will be met and all housing approved. Policy 42 <br />specifically contains language that Counties will work with the cities to address ABAG <br />housing goals. This parcel is proposed to have 21% moderate income units, 15% low and <br />21% very low income units under Measure D. He urged Council to require this parcel to <br />meet guidelines of developing County land within urban growth boundaries with needed <br />traffic improvements. <br /> <br />City Council Workshop 4 08/20/01 <br />Minutes <br /> <br /> <br />
