6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a

Routl~., ~ of the Proposed Bike Trail along the Arroyo Mocho Canal from the Klamo
Csm~i to Hart Middle School (Proleet No. 975041) (SR 01:174)

Randall A. Lure presented the staffreport

Ms. McKeehan noted that the City had received a number of emails concerning
this item. Councilmembers had a summary of 10 messages received in opposition and 33
messages of support the item.

Mayor Pico reminded the public this item as not a proposal to extend the trail
eastward beyond Hopyard Road. That will be addressed in the Trail Master Plan.

Natasha Aheav, 3613 Touriga Drive, read an email sent to her by Paul Cupress,
340 Goshen Place, Dublin, who was unable to attend the meeting. The Iron Horse Trail
runs behind his property. He stated that when it was announced that the Iron Horse Trail
was to run behind his house he was opposed. He did not want anyone walking behind his
house and invading his privacy. He was concerned about people throwing garbage over
his fence into his yard. Another concern was the added foot traffic, which might increase
chances of vandalism, home break-ins, etc. It has been approximately five years since
this happened and nothing negative has happened to either him or his property. He has
put a gate in his back fence, which gives him instant access to the trail and also easy
access for him to walk his dog. He felt the trail is a positive environment for adults and
the youth of the community.

Mr. Pico asked if the City had a policy on private gates on the Walls.

Mr. Roush responded saying there would not be gates allowed from private
resideaces along the trail. In certain areas, those residents who had pre-existing gates
along the Arroyo have been allowed to keep them, but as properties change owners they
are required to remove the gates.

Mr. Pico asked about the part of thc trail that has sound walls.

Mr. Lure said west of Hopyard Road there is approximately 350 feet of chain link
fence after the sound wall ends, 2400 feet of sound wall running along Alamo Canal and
350 feet of fence immediately adjacent to Hopyard Road. On the east side of Hopyard
Road there is another property with chain link fencing. He did not think there were any
gates on these properties.

Sarah Palmer, 546 LaC-range Lane, Livermore, is a teacher at Foothill High
School. She is in support of this project because access to the streams and the water areas
is extremely important to the community and to the schools. She has an environraental

Pleasanton City Council 6 07/17/01
Minutes
