There is a limitation there, however, became a lot <br />of their files are in boxes and they cannot readily access documents that were requested <br />for review. She was able to get the original TEA grant application and it revealed that the <br />applieatinn was and is for construction of a bikeway trail on the Arroyo Mocho Canal <br />from Santa Rita Road to Alamo Canal. It does not specifically identify this trail on the <br />south side of the canal. The primary justification to obtain the Federal money was <br />because this provides a direct connection between several residential developments in <br />western and eastern Pleasanton, Hacienda Business Park, and to the BART station <br />located in the business park. She questioned how a south canal trail allows access to the <br />business park and the BART station without building additional bridg0s. If the trail is <br />built on the south side the City will have failed to meet the justification presented in the <br />Federal application submitted by the City of Pleasanton. She requested that Council vote <br />against the project as presented and direct staffto develop the project for the north side of <br />the Arroyo Mocho Canal so that it correctly reflect the justification in the Federal grant <br />application. She also urged Council to consider the residents who will live with this 24/7, <br />above those who visit it on an occasional basis. <br /> <br /> William Raymond, 2368 Buena Vista, Livermore, is a bicyclist Itraveling several <br />hundred miles a year in Livermore and in the Valley. He uses the Livermore-Arroyo <br />Mocho Trail, a four-mile trail across town. It goes under three main streets and two <br />railway lines. This Arroyo Mocho Canal can be a continuation of that. In Pleasanton <br />Zone 7 owns this canal. This is about public paths for equestrian, bicyclists, and hikers <br />on public land. There is an advantage because property does not have to be purchased. <br />He urged Council to take a small step toward eompledon of bicycle routes and paths on <br />public land. <br /> <br /> Mr. Pieo asked staff about the experience Ms. Creigbaum said she had with not <br />being able to obtain documents and information from staff. <br /> <br /> Mr. Lura said that he believed that citizens have been given all the information <br />requested at this point. He is not aware there is anything missing and thinks that staffhas <br />given Ms. Criegbaum what she has asked for, and staff has done the same for other <br />residents. <br /> <br /> Nancy Roach, 3290 Marilyn Court, said she was definitely not against trails. She <br />and her husband walk and bicycle, but they are against having the trail 0n the south side <br />because of the difficulties they have experienced the last two yeats. At the very <br />beginning of the meeting it was mentioned how many emails were received on this topic. <br />She felt this says some of the people received different notices than she did because the <br />number for Jim Kelcourse and his email was incorrect on the notice. Someone named <br />George answers the phone number and says to leave a message because he won't be <br />returning until Tuesday. She felt there would have been many more emails from the <br />people living in Parkside if they would have had the proper information.
