Mr. Campbell indicated he had received an email from a resident expressing concern <br />about the location of the daycare center near the power line and the belief that it was in violation <br />of some state or city regulation. <br /> <br /> Mr. Swift said there are no state rules about a daycare center near a 60kv power line. An <br />elementary school is required to have a 100 foot setback. This daycare building or play area will <br />be within that 100 feet setback, assuming the power line stays in that location. There are a <br />number of issues under discussion, including relocating the line to the other side of Vineyard <br />Avenue. If the 230kv goes through to the PlessanWn substation, this 60kv line will be <br />superfluous and may be eliminated. The proposed owner/operator of the day care center has no <br />concern about the power line; therefore staff recommended approval. <br /> <br />Mr. Campbell asked if the day care canter could be relocated. <br /> <br />Mr. Swift said that was possible. <br /> <br /> Mr. Pico suggested a condition that no part of the play area or building would be within <br />the 100 foot setback. <br /> <br /> Mr. Swift said if that were imposed, then a different location would be necessary for the <br />day care center, because there would not be enough room on this lot. <br /> <br />Ms. Dennis asked when the location of the 230kv power line would be resolved? <br /> <br /> Mr. Swift replied that the issue will be before the Public Utilities Commission in August <br />and PG&E will then have to decide whether to build what is approved. Ten years ago, PG&E <br />had approval for a l/ne and never built it. <br /> <br />Ms. Ayah asked when a decision would be made about moving the 60ky line? <br /> <br /> Mr. Swift said that would be made by the School District when it reviews the school <br />design in a couple of months. In response to an inquiry about the School Board reviewing that <br />phm at its meeting this evening, Mr. Swift said the Board did not receive any plans in advance of <br />the meeting and the District staff would make those plans available to Plessanton city staff after <br />the Board sees them. He believed that would happen tomorrow. <br /> <br />Ms. Ayala then inquired about the loop road around the school. <br /> <br /> Mr. Swift assured her that the loop mad would be part of any plan presented to the <br />School District. The reason it does not appear on the Apperson Ridge plans is because it is not <br />located within that project. The Delco subdivision provides that road and must be built before <br />proceeding with the Centex projects. <br /> <br /> Mr. Campbell referred to a Planning Commission recommendation to remove sites from <br />the Specific Plan and asked what process would be required to do that. <br /> <br />Pl~asanton City Council 8 06/05/01 <br />Minutes <br /> <br /> <br />
