Mayor Pico invited public testimony.

Jennifer Wong, 3753 Bairn Court, indicated she was a member of the Steering
Committee ~ting Amador Valley High School. She is now a sophomore at Sonoma State
University. She was very excited about this master plan, especially the implementation
suggestions. She has seen some of these programs already in progress and was excited about the
implementation proposals that can improve them. She was a strong advocate for the Teen
C~nter. She pointed out many of the points of the program were proposed by the teens
themselves. She urged the City to start moving on the plan as soon as possible. It is important
that the students who worked on the Committee developing the plan get to see it start to be
implemented. This plan will make a great city even better and urged Council to adopt the plan.

Chrys Cardaris-Piliotis, 771 Montevino Drive, expressed concerns about the need for
child care. It is important to implement this plan expeditiously for her own needs as well as
others in the community. She appreciated all the hard work on this plan. She indicated there is
not much transportation to Vintage Hills. There are two providers, neither of which are
acceptable to her. She has considered asking neighbors to help her, but she felt there should be
infrastructure in place in the City. The City has the best school system and now she is in a
difficult position because of the lack of child care. She urged Council to proceed on this plan
expeditiously and to provide child care aider hours in a learning environment.

Terry Edwards, 5793 Via Peralta, indicated he was speaking on behalf of the graduates of
the Youth Commission, especially those that have gone on to college, like Jenny. They have all
expressed the desire that this plan be implemented. They did not want to see it placed on a shelf
collecting dust and three years from now, someone saying let's have another master plan. The
same questions would be asked of a new generation of kids, who will probably say the same
thing as the kids today. The ball is in the court of the adult leaders of the community to make
this work. The kids are watching and expect to see results. We need a youth center. He referred
to the creative solution of working with the Police Depashnent and finding a garage rooftop for a
location to hold a dance, because there is no other place for a dance. This City has a lot to offer,
but it needs to do more for the kids. There are beautiful sports parks, a wonderful school district,
and a beautiful community. Council spent hours this evening debating whether trees would be
planted on a particular lot. The kids are saying they have needs and Council needs to implement
this master plan.

It w~ moved by Ms. Ayah, ~eeonded by Ms. Dennis, to adopt Resolution No.
01-065, adopting the Youth Master Plan.

Ms. Ayala said it took three years to get through this process, but during that time quite a
bit has been accomplished. She felt it was worth the time because of the collaboration of the
City and School District. She assured the community that she will proceed with the
implementation of this plan. Day care has been at the top of her list as well as for other
Councilmembers. She assured the prior speaker that emphasis will be put on day care. She was
proud of the work on this project and appreciated Jennifer Wong coming back to the Council
meeting and showing interest in this.

Pl~asanton City Council 19 06/05/01
Minutes
