Mayor Pico presented the commendation on behalf of the City and its citizens.

Mr. Afamagasa thanked the Council for the recognition. He mentioned that he is
the Imrent of three children and he would like to know that someone was out there if one
of his children needed assistance.

Dave Walden, 5652 Belleza Drive, thanked the Mayor for coming out to present
the awards for the Rotary Club Spirit Run. There were approximately 875 runners who
participated. He also thanked Jim Balch from the police department for helping in a
situation that could have been far worse. Mr. Walden had some unfinished business to
attend to and presented Councilmember MicheloRi with a medal for placing second in the
5K in her class for the Spirit Run. He thanked the City for all of the help the Rotary Club
has received in putting on this event. This is the eighth year the Rotary Club has held this
event and it has raised $40,000 that is used for scholarships.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Pubic Hearing for Annual Assessments for Landscape Districts 1984-1 (Ponderosa
Homes), 1993-1 (Windsor), 1993-2 (Bonde Ranch), 1994-1 (Oak Tree Farm) and
199~1 (Moiler Ranch) (SR 01:136)

Mr. Luna presented the staff report.

The public hearing was opened.

Larry Nebel, 8102 West Glout Place, asked what the residents were getting for
their money. He stated that one of the statements that was made in either the geological
survey handout received in the mail or in the staff report was that the City used to have
meetings for the public to talk about this, but those have stopped because of lack of
attendance. There was a meeting about two years ago on the Landscape District and he
remembered that about one-third to one-half of the residents attended. The residents
were quite unhappy with what was going on with the services received for the money
they were spending. He said he drives down Foothill Boulevard and sees the County has
taken care of the trees and brush along this road that it is responsible for. But, in the area
that the City takes care of, it was a disaster. It is dangerous to pull out of Oak Tree
Farms. There is a poor line of sight coming out of the area. The trees go into the street;
trucks hit them as they go by and knock branches off. It starts from a very basic concept
of taking good care of the trees that are there, making them attractive. The medians in
the subdivision are full of weeds much of the time. He said he felt there was not a very
good level of maintaining the landscaping in this area. He said his charge for his portion
is about 35% of what he pays for a gardener to take care of his lot, which is 19,000 sq. fL
He felt it was out of proportion that he is spending roughly 30% to 35 % of his landscape
for his yard on his portion of the common area and getting much less service on the

Plea_~nton City Council 5 06/19/01
Minutes
