When the North <br />Sycamore Specific Plan was approved, those properties were brought into the city, <br />including this property. New Cities' proposal was the next step (past Greenbriar) in <br />getting the golf course and a bypass road to it. <br /> <br /> Mr. Campbell said Mr. Bates has agreed to pay for water, sewer, road and permits <br />for the golf course. How does the City make certain he will do what he verbally agreed <br />to? <br /> <br /> Mr. Roush said there is a written agreement that must be signed before the final <br />map can be approved for New Cities. Any other agreement would be required to be <br />signed before the final map is approved. <br /> <br /> Mr. Campbell believed the issues were separate. If you approve a project, you <br />should approve it based on the merits of the project. <br /> <br /> Ms. Ayala indicated Council is also interested in affordable housing. Council has <br />adopted an inclusionary zoning ordinance. This project opens itself up to adding <br />conditions and she wanted staff to bring back conditions for this project regarding <br />inclusionary housing, school fees and any other new conditions imposed since the <br />original approval of the project. She said she never would have approved this project <br />without the link to the golf course. She wanted time for staff to bring back conditions. <br /> <br /> Mr. Campbell asked staff for verification that Council could go back and add new <br />conditions. <br /> <br /> Mr. Roush said there is a tentative map application and by reason of the appeal, <br />Council can impose new conditions if it so desires. <br /> <br /> Ms. Ayala was certain the golf course permits would come back very soon and <br />the annexation election could be held. All this would then be a moot point. She wanted <br />staffto have time to bring this project up to date with conditions. She asked to continue <br />the item for that reason. <br /> <br /> Ms. Michelotti referred to all the work with the neighbors. The original plan was <br />62 units and now it is 48. If you want affordable housing, it will increase the density and <br />the neighborhood may not want that. That was not addressed in the prior public hearing. <br /> <br /> Ms. Dennis felt she knew what the neighbors want. They did not object to the <br />fundamental project. She felt the interests of the neighborhood can be consolidated; the <br />people who want water and sewer want the project to go ahead and the only issue is the <br />connection to the golf course.
