freeway to Stanley Boulevard with Busch Road a four lane connection to provide a cross <br />connection. It does not provide for the extension of Mohr Avenue. Other than that, it is <br />silent with regard to land use, local circulation, or timing of the proposed connections. <br />The major issue after the Ponderosa referendum was that the local circulation pattern <br />might be okay ultimately, but until there is the E1 Charro Road access, it is not good in <br />the short term. It is certainly possible for the city to address development plans within <br />the study area without doing the study. It is also possible to look at a development using <br />the General Plan and a specific plan. Any combination of pre-study or no study at all is <br />possible. There are many opportunities to allow public input and take testimony to allow <br />plans to proceed. If there is not a lot of pre-study, it is likely the city will be offered a <br />plan that will be rejected by the Council or the citizens. The general plan has very broad <br />ranges and specific plans tend to narrow that range. <br /> <br /> Mr. Campbell referred to Mr. Pico's statement and asked if it were possible to do <br />a traffic study without knowing what the land uses are. <br /> <br /> Mr. Swift said no. Traditionally, there is an assumption that the level of <br />development intensity will be at the mid-range of the land uses identified in the general <br />plan. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to defer timing of the <br />East Pleasanton Study until the priorities workshop in March and to bring the issue <br />back for a public hearing if a decision is made to change the scope of work. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Dennis referred to a letter from Senator Tom Torlakson about a transportation <br />committee and wondered if a Councilmember should be assigned to this. <br /> <br /> There was discussion about whether the invitation was to individuals or the <br />Council as a whole. Ms. Ayala and Ms. Michelotti expressed interest in participating. <br /> <br /> Mayor Pico suggested inviting Senator Torlakson to address Council. <br /> <br /> Ms. Ayala asked the Dublin Liaison committee members to get information on <br />Dublin's standards for height of buildings, the BART station, floor area ratios, etc. <br /> <br /> Ms. Michelotti said she would address that and bring a report back to Council. <br />On another matter, she referred to traffic mitigations constructed at Columbine and Oak <br /> <br />Pleasanton City Council 18 <br />Minutes <br /> <br />01/23/01 <br /> <br /> <br />
