Ms. Michelotti agreed that having a liaison member on the Task Force to hear <br />discussions first-hand was a good idea. The Task Force will make recommendations to <br />the Parks and Recreation Commission, which will then make recommendations to the <br />City Council. <br /> <br />Mayor Pico invited public comments. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, expressed his belief that once a person <br />becomes involved in a process, they become vested in the project. He believed that a <br />Parks and Recreation Commissioner would, in effect, have two votes on a project. He <br />did not think a person who will have a vote on a project should also be seated on an <br />advisory committee for a project. <br /> <br />Mr. Campbell asked staff if that were tree. <br /> <br />Mr. Wolfesaid yes. <br /> <br /> Mr. Campbell was concerned that a Commissioner would have a particular <br />agenda on the Task Force and not do what the public wants. <br /> <br /> Mr. Wolfe believed that the Commission was concerned that because there are <br />two separate processes, that there may be potential elements on the Phase II portion that <br />would require the expertise of the Commission to insure that there are no conflicts. <br /> <br /> Ms. Dennis understood the concerns, but felt that could be addressed by inviting <br />the Commission to participate in the discussions. <br /> <br /> Ms. Michelotti felt any commission could send a liaison if desired. That would <br />address concerns about communication, but the members should be ex officio and not <br />voting members. <br /> <br /> Mayor Pico supported that concept. This should be a public plan with much <br />interaction between the Community Park Task Force (Phase I) and the Phase II group. <br />He felt all commissions and committees would have an opportunity to make a <br />presentation or be involved in the process to make certain something is not left out. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to allow an <br />appointment of a Parks and Recreation Commissioner as an ex officio member of <br />the Task Force and to allow other commissions to do the same. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Pleasanton City Council 6 01/09/01 <br />Minutes <br /> <br /> <br />
