One way <br />to enhance it is to create a plsT~ access at the Main Sweet green near the bridge. Part D <br />of Policy 66 encourages outdoor dining overlooking the Arroyo. He end his client <br />mentioned that earlier and suggested that if the mobile home park is vacated, there could <br />be something like the Shadowbrook Lodge in Capitola constructed there. He askcd <br />Council to consider all these points. <br /> <br /> Frank O'Neill, 4716 Saginaw Circle, spoke in support of Mr. Cielsielski and <br />encouraged Council to sell the property to him. <br /> <br /> Joe Devane, 7080 DonIon Way, Suite 122, Dublin, attorney for Mr. Cielsielski, <br />encouraged Council to stick to the process and just determine if the property is surplus or <br />not. The decision of who is goes to was made in April 1999. All these arguments have <br />been made before and rejected. <br /> <br /> Howard Neely, 448 Amador, indicated he had reviewed the property and related <br />the difficulty in getting to the property. He felt the area was useless for any public <br />purpose. He owns property on St. Mary's Creek and indicated that property owners own <br />to the center of the creek with a ten foot easement along the creek which is owned by the <br />City. No such condition exists along the Arroyo del Valle. There are no easements there <br />end he further related other anomalies of ownership in the area. He believed this was <br />excess property and it should be returned to Mr. Ciesielski. <br /> <br /> Philip Ciesielski, 4160 Stanley Boulevard, indicated a decision had been made in <br />April 1999, but then the property was referred to various Committees for review. He <br />spoke to each Committee. At one committee meeting, someone asked why this has taken <br />so long. His grandmother waited over thirty years to get this property back and has now <br />passed away. He asked Council to finally take aclion and declare this property surplus <br />and adhere to the decision made in April 1999 to return the property to his family. <br /> <br /> Pat Murray, 4470 Mirador Drive, thanked Council for listening to individuals and <br />acting on individual requests. <br /> <br />The being no further speslcers, Mayor Tarver closed the public hearing. <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Miehelot~, to approve the <br />staff recommendation with an additional condition that no residential structures be <br />built on the property. <br /> <br /> Ms. Michelotti a.~ked if there could be a lot line adjustment to make this one <br />parcel.
