a 2,260-foot section of existing pipeline east of Castro Valley; (3) provide other <br />direction to the City's LAVWMA representatives as appropriate. <br /> <br />Randall Lum presented the staff report. <br /> <br /> Vivian Housen, LAVWMA General Manager, made a presentation conceming <br />the proposed pipeline design changes for the project. <br /> <br /> Mayor Tarver said he saw a pattern emerging in terms of what is being done with <br />LAVWMA and how the designs are being changed and the way the project is pm <br />together. If the pattern continues it would be less expensive m completely tear out the <br />present pipeline and put in a new pipeline. He felt the dual pipeline is a better design and <br />approach to the situation. There should be a back up line in place to get sewage out of <br />the valley without shutting down sections in order to make repairs to the line. He was <br />not in favor of LAVWMA expansion if there is any chance that reverse osmosis is a <br />possibility for DSRSD. RO injection is an issue for Pleasanton. It has a tie to the <br />LAVWMA expansion. He expressed his concerns about the federal goverrtment's <br />mitigation measures for regional habitat not standing in the way of the Pleasanton's <br />progress. lie said the Fish and Wildlife Service has a permitting responsibility. People <br />might think that by shortening the pipe by 1400 feet that the Wildlife Service is going to <br />go away, but he does not agree with this thinking. Pleasanton is running a risk that the <br />Wildlife Service might get upset by implications that Pleasanton is trying to avoid <br />dealing with. <br /> <br /> Ms. Michelotti said in her first year on Council, six years ago, there was a failing <br />pipeline. LAVWMA tried to work to resolve this expansion project situation. She <br />believes that it is time to go ahead with this because of the danger to the community with <br />a pipeline that needs to be improved, repaired and the expansion is needed. Getting the <br />expansion project in place will help of not having any RO injection done in the future. <br />She felt that the expansion should go forward. <br /> <br /> Mr. Tarver said the danger involved is cost driven. If the decision is not made <br />right away the pipeline in the ground would have to be repaired before expansion. If the <br />pipeline is repaired before expansion, it is going to cost more money because we don't <br />have another pipe to put it in. A dual pipeline process would solve this with less expense <br />involved. <br /> <br /> Ms. Ayala said that as a member of the LAVWMA Board she was hoping to get <br />direction from the other cotmcilmembers. She is interested in the regional habitat. <br />Council has already gone on record as supporting the habitat and she felt that this is what <br />Fish and Wildlife is looking for in this project. Livermore recently went on record as <br />being supportive of a regional habitat. Dublin has yet to give direction.
