He did not want to wait until <br />next year when Cotmcil reviews its priorities. <br /> <br /> Ms. Michelotti remembered that there was a request that the East Side Study be <br />done and them was not three votes to do it at that time. She did not think there was a <br />promise to do. <br /> <br /> Ms. Dennis felt circulation has been a problem for everything. If there are issues <br />that change circulation other than how to keep it out of the neighborhoods, Council could <br />investigate that. She felt discussion should be on circulation and whether there is a way <br />to solve the problem short term. That would be less cumbersome for staff and could <br />come back to Council sooner. Then Council could discuss whether to expand the study. <br /> <br /> A substitute motion was made by Ms. Dennis, seconded by Ms. Ayala, to look <br />at an East Side Specific Study for traffic circulation and then discuss whether the <br />question needs to be expanded. <br /> <br /> Mayor Tarvet did not support the substitute motion. He remembered prior <br />discussion about what should be included in an East Side Study. He did not want to <br />restrict discussions from the beginning. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Dennis and Michelotti <br />NOES: Cotmcilmembcr Pico and Mayor Tarvet <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Tarver inquired about the status of Mr. Cielselski's property as it relates to <br />the Downtown Specific Plan and whether that issue would come back to Council belbee <br />November 7. <br /> <br /> Ms. Acosta indicated that was up to the Downtown Specific Plan Steering <br />Cormnittee.
