Ms. Michelotti remembered that there was a request that the East Side Study be done and them was not three votes to do it at that time. She did not think there was a promise to do. Ms. Dennis felt circulation has been a problem for everything. If there are issues that change circulation other than how to keep it out of the neighborhoods, Council could investigate that. She felt discussion should be on circulation and whether there is a way to solve the problem short term. That would be less cumbersome for staff and could come back to Council sooner. Then Council could discuss whether to expand the study. A substitute motion was made by Ms. Dennis, seconded by Ms. Ayala, to look at an East Side Specific Study for traffic circulation and then discuss whether the question needs to be expanded. Mayor Tarvet did not support the substitute motion. He remembered prior discussion about what should be included in an East Side Study. He did not want to restrict discussions from the beginning.
