Ms. Dennis asked if the City would be taking a position on Proposition 35, <br />regarding use of private contractors for engineering and archhectural services. <br /> <br />No action was taken by CmmciI. <br /> <br /> Ms. Ayala asked for an update regarding Mr. Spotomo's request for road <br />improvements and regarding the mloeafion of the light pole on Sycamore. <br /> <br /> Mr. Swit~ said staff had been trying to resolve issues with Mrs. Green regarding <br />the fence. That has been resolved and it is now up to PG&E to schedule removal of the <br />pole. <br /> <br /> Mr. Pico believed that the Ponderosa and Busch property issues are likely to be <br />coming back to Council in the near future. He felt it was important to discuss an East <br />Side Specific Plan and to accomplish that prior to reviewing any Ponderosa development. <br />He wanted to discuss the scope of an ~East Side Specific Plan given that the Staples Ranch <br />project appears to have changed significantly from what it was. <br /> <br />Ms. Michelotti said there was already a Specific Plan that covers Staples Ranch. <br /> <br />Mayor Tarver supported Mr. Pieo's proposal. <br /> <br /> Ms. Ayala was more interested in traffic concerns for the area. She supported a <br />traffic circulation study. <br /> <br /> Mr. Pico did not feel it was possible to do a traffic study without knowing what <br />the land uses were going to be in the area at build out. He wanted a comprehensive study <br />that gives a plan for the land uses, connection of Stoneridge Drive to El Charro, reviews <br />potential uses tbr Staples Ranch, Kaiser property, Busch property, etc. He wanted a long <br />range master plan. He did not agree with Ms. Michelorti that the prior Staples Ranch <br />Specific Plan was still valid. <br /> <br />Ms. Dennis was interested in a circulation study. <br /> <br /> Ms. Michelo~i understood that Mr. Pico wanted everything delayed until the <br />study is completed. <br /> <br /> Mr. Pico did not think he mentioned delaying anything. It appears there will be <br />development plans, such as the Busch property, coming to Council. There appears to be <br />some time requirements included in the School Fees Agreement that specifically makes <br />reference to Ponderosa and the Busch property and the funding of a school. Given the <br />commitment made to the neighbors who circulated the referendum petitions for the <br />Ponderosa project, that there would be an East Side Specific Plan done before any fu~her <br />development is appmved. He also thought the East Side Specific Plan shotrid be <br />expanded to include the Staples Ranch and the Kaiser property to give a complete <br />comprehensive look at the northeast quadrant of the City of Pleasanton.
