__ Ms. Dennis felt staff wanted to know where the money would come from to <br /> develop the park. <br /> <br /> Mr. Swirl indicated what he needed to know was whether to show Phase I as <br />including 50 acres of coxnmmfity park. <br /> <br />Mayor Tarver asked if there were options on where the park would be located. <br /> <br />Mr. Swirl said it would be generally in the northeast comer. <br /> <br />Mayor Tarver asked if it could be located in the southeast comer? <br /> <br /> Mr. Pico believed that if the park is part of phase I it doesn't mean it will be <br />immediately implemented. It just gives Council the flexibility to proceed at will. He <br />clarified the friendly amendment was whether to include the golf course in Phase I, the <br />timing of the transfer of the property and the berm issue. <br /> <br /> Ms, Ayala wanted clarification on #4 and she wanted the 30 to50 acre sports park <br />included in Phase I. <br /> <br /> Mayor Tarver wanted it there also, but he wanted to talk about wh~re it would be <br />located. <br /> <br />Ms. Ayala said where is not the problem; that will come later. <br /> <br /> Mr. Swirl indicated he heard two Councilmembers say they want the park in <br />Phase I with the location to be determined as the park is designed. That would be pa~ of <br />the motion. He also believed the motion did not include action on #3, #5 and #11, the <br />berm location. <br /> <br />Mayor Tarver clarified #3 was not part of this discussion. <br /> <br /> Ms. Michelotti asked what Mayor Tarver's concern was regarding the golf course <br />being postponed to the Phase 1I process. <br /> <br /> Mayor Tarver said if it is postponed to Phase II, then why in the mean time is the <br />western area development boundary configuration being reviewed as to the golf course?. <br /> <br /> Mr. Pico said it was to make sure there was enough flexibility to work on a golf <br />course design in the future. <br /> <br /> Ms. Dennis did not support the motion. She could not believe that the most <br />significant project in the City could be planned in two months. The cost of the public <br />uses is unknown. She felt a master plan for this project was extremely important and it is <br />necessary to know where the money will come fi'om.
