5. MEETING OPEN TO THE PUBLIC

Margo Tarver, 1144 Arak Court, read a letter from Jennifer Hosterman that had
been presented to Council at its meeting of August 15, 2000. Ms. Hosterman expressed
her appreciation for the flexibility of Greenbriar, especially regarding the affordable
housing component. She believed that since the vote on Measure I was only five months
ago, the voting contmunity had not changed significantly and a vote on the current plan
would have a similar outcome. The projcct reflects the spirit of Measure I and she did
not believe another vote was necessary. She did not want the matter continued, which
could thwart the whole project. Ms. Tarver then referred to the announcement by Dublin
San Ramon Services District (DSRSD) that it would inject reverse osmosis treated
wastewater at its discretion. She did not believe Pleasanton was represented on DSRSD
and the agency should be dissolved. A new agency should be formed that represents the
residents of Pleasanton. She objected to providing water from Plcasanton to facilitate the
growth in Dublin. She urged Council to take action to dissolve DSRSD.

6.
