Ms. Dennis said that if there is a group of Windsor residents who are interested in
the affordable housing issue and understanding it better, she would be able to pull
together a group to better explain what the City policy covers. She said Pleasanton is
extremely proud of its Altbrdable Housing Plan.

Ms. Ayala said that a majority of houses that are proposed for the area across
l~om the Windsor residents are estimated to have a selling price of more than $1 million.
She said some clarification is needed because of mistmdarstanding in the community
regarding the intent of Council on the aflbrdability piece of the proposed project.

Ms. Michelotti said that some houses were removed from the western side and
then in the succeeding process, were added back to the site. She is pleased that some
people from Windsor came to the City Council meeting to voice their opinion on the
Bemal Avenue Project. She said that tiffs issue will be discussed in the future as to what
happens if some of the units on the Measure I Parcel could not go there because of
environmental concerns. This is the agreement in place. There will be discussion about
how much of the western parcel Pleasanton may be undeveloped in order to
aecomnmdate a golf course or a park, etc.

Ms. Ayala asked if Ms. Davis thought 30 acres of land was enough for a park
across from her development.

Ms. Davis said it was absolutely not enough.

Deborah Kleffman, 3027 Briggs Circle, spoke on the ballot controversy
concerning the Greenbriar plan. She said she believed each member of the Council had
the utmost integrity and did not appreciate previous adverse comments directed towards
Council. She said that people should not forget that this issue is San Francisco's doing.
San Francisco has a rational reason to put a deadline on this project. This is not because
of any Councilmember's plan to get the Greenbriar project going. She has not heard any
Councilmember saying that they wanted the deadlines that San Francisco imposed on the
property. She agreed with Ms. Ayala that if the Greenbriar plan is put on the ballot in
November, it basically kills the Greenbriar plan. Her suggestion is to go ahead and
approve the plan. If the citizens want a different number of homes on the property, they
can referend the project. If this were to take place, Council could put on a later ballot the
different plans offered. She asked Council to not limit their choices.

Ms. Kleffma.n also commented on the regional job center in Pleasanton. She said
it is unrealistic for Pleasanton to absorb the housing that would be required to improve
the job/housing balance because there is a regional job center here. She believed there
were some housing units planned for Dublin and Livermore to alleviate this situation,
Ms. Kleflinan would like to see the personal attacks directed at Council cease. She
reminded people that it is not one Councilmember against another. San Francisco was
the one that imposed these deadlines on the community. She felt that Pleasanton could
work ttu:ough the process and could get a Greenbriar plan and if the people do not like it

Pleasmuon City Council I 7 08/01/00
Minutes
