and a sports park and how many more units would it take to procure this and where
would they be.

Mr. Pico said there is not enough time for that to take place and what Council bes
now is a plan from Greenbriar that says what it is willing to build. He said that he is
~h
willing to take a risk to a November 7 date and he felt that part of this risk involved a
referendum of the project. He said he would rather not have to go through the risk of a
referendum and get this finalized. No one has said there would be a golf course, no one
has said there would not be a golf course. Council has made a commitment that any use
of the open space would be put to a vote by the people. The people will ultimately decide
what is placed there. If the decision is that they want a golf course and a course will be
able to be laid, then that is what the people are going to get.

Mayor Tarver said he like the process already in place. He said people could go
out and obtain signatures if they believed that City Council's decision was not comet.
With all of the public hearings and all of the things put into this, he does not want to get
San Francisco totally outraged. He said there are some Principles of Agreement that City
Council signed that are far away fi~m where Council is today. Mayor Tarver said that he
was consistent in saying that he would put the Pleasanton plan that San Francisco was
working on to the vote of the people because he was not going to support it. He was not
going violate the Principles of Agreement and not give the community a chance to accept
that, if that is what the eonmumity wanted. He said this is now a ~noot point because it is
not on the table.

Ms. Ayala said this is turning into a huge election issue. She had no intention of
having an advisory vote on the plan when Pleasanton is getting 330 acres of open land.

Valerie Hurst, 3593 Arbor Court, spoke about the possibility of putting the
Greenbriar project and the 1900 home project on the election ballot for the people to
dccide. She said that when Measure I went before the people, it was promised that if
them would be any differences from Measure l, the people would have a say with a vote.
She would like Council to make this decision so that the people could vote on this. She
also said that more housing was needed on this project. With the development on Sunul
Road and the success of the Bemal Business Park and businesses being encouraged to
move into the business park proposed for the San Francisco property, Pleasanton is
creating a huge job area. She said that well over 5,000 new jobs being developed for this
area could not be accommodated with the proposed housing. She said that the League of
Women Voters would like a chintee to give some input on this issue. She would hope
this would go to tbe ballot and everyone could discuss this during September and October
and vote in November. She said that although she understood Cn-eenbriar has a deadline,
this piece of property will always have a buyer because of the desirability of the property
itself. She did want to let the City of San Francisco dictate to Pleasanton to approve a
project that she felt was not smart growth. She said she felt that the people of Pleasanton
should have a chance to vote on both of the plans, sidc by side. Ms. Hurst said that we
will still have the maintenance issues on this property. She said that we know we are
going to have gridlock on the highway and she wants to keep the businesses in

Pleasanton City Council 15 08/01/00
Minutes
