and the balance to be planned for the central parcel of land, He discussed the noise <br />mitigation possibility and the final look of the project. <br /> <br /> Ms. Michelotti asked about another alternative with a golf course placement at the <br />north end of the property and the placement of the development more towards the <br />freeway. <br /> <br /> Mr. Swift said that with the Zone 7 widening proposal there would only be room <br />for a single row of golf course holes. <br /> <br /> Mayor Tarver discussed the likelihood of the Zone 7 being able to widen the <br />channel in order to complete the project. He believed the people who would like to see <br />the Tri-Valley 2010 Plan put before the voters see an enormous job/housing inrbaiance <br />and want to fix this by overdeveloping the land that is remaining. He said to fix the <br />job/housing balance will, in fact, not fix anything because the people who live here can <br />afford to live here and can work someplace else and will still clog up the freeways. The <br />people who are going to come here for the jobs are going to come from other locations <br />and they are going to clog up the freeways. He said the community has a decision to <br />make as to whether or not they want to get this project done and get 330 acres of open <br />space to develop as the citizens please. He said he personally believes he does not want <br />to mess up this opportunity. However citizens have the opportunity and the right to put <br />to a vote any action that City Council takes. <br /> <br /> Ms. Michelotti said she had asked this question earlier when there was not such a <br />tight deadline. She asked whether there would be a November vote. <br /> <br /> Mr. Swift said the only way it could get on the November ballot is if the City <br />Council put it on the ballot as a Council sponsored initiative. He said there is an EIR that <br />is going to cover the project. A referendum would need to take place in the 30 days after <br />any City Council final action. If City Council would meet the deadline in the process <br />now set, the 30 days would begin August 29Ih and run through September 29th. If enough <br />signatures are gathered, it would be put on a ballot. It would not be the November ballot <br />because of the Election Code. It would have to go on either a special ballot or on the next <br />regular election. depending on how the City Cotmall chose to handle this. The City <br />Council would make that decision. <br /> <br /> Ms. Michelotti asked if City Council could take an action by August 11m to place <br />something on the ballot to reflect this? <br /> <br /> Mr. Swift said City Council could put on the ballot a zoning action, which would <br />approve this PUD plan. The problem is that Council would not have reviewed all of the <br />conditions of approval. He said normally when an initiative is put on the ballot, the <br />measure would inclnde all of the conditions of approval. He said that this part is not <br />necessary and an initiative could be developed that would just zone the property for 581 <br />units in a configuration with 750,000 sq. ft. of commercial office space and require a <br />subsequent PUD approval for the actual development plan. <br /> <br />Pleasanton City Council 13 08/01/00 <br />Minute~ <br /> <br /> <br />
