Ms. Dennis pointed out that the last time Pleasanton sent a letter objecting to the <br />housing goals, ABAG raised the mount of housing required. Right now, if240 units <br />were built in Pleasanton for the next seven years~ Pleasanton would meet its goals and not <br />violate its General Plan. <br /> <br /> Mayor Tarver asked where that could be done? The only large areas lea <br />building are the Bernal Avenue property, Happy Valley, Staples Ranch and the Busch <br />property. There is also a growth management ordinance and he will fight to keep from <br />changing that. The city is far below the ABAc, j goals at this time. <br /> <br /> Ms. Ayala said she believed in city-centered growth and the ABAG plan is not <br />city-centered. She felt the plan was absurd. <br /> <br /> Ms. Dctmis said the City doesn't have to build housing now~ it just has to provide <br />the opportunity. <br /> <br /> Mayor Tarver believed that was playing a game with the State. The General Plan <br />could be amended saying there are places for affordable housing, but it is only a matter of <br />time before it is apparent that the housing catmot be built. <br /> <br />Ms. Dennis believed the City was planning for smart growth in its General Plan, <br /> <br />Ms. Ayala felt the State does not recognize city growth limitations. <br /> <br /> Mr. Pico [bit this was an nnfunded State mandate. if thc State wants Pleasanton <br />to provide affordable housing, it has to indicate where the money will come from to build <br />the housing and to mitigate the 'adverse impacts, such as traffic, air quality, crowded <br />schools, etc. That message needs to be sent to the State. Another issue he objected to <br />was regarding the formula for jobs/housing balance. Some jobs have been relocated from <br />other parts ofthc Bay Area, such as Safeway and Shaklcc, which moved their offices to <br />Pleasanton. These are not new jobs in the Bay Area. The employees will probably still <br />live where they had before. He acknowledged that the expansion of PeopleSoll would be <br />considered new .jobs. When ABAG uses its formula to establish housing requirements <br />based on commercial square footage, it does not take into account the fact the many <br />employees will maintain their existing housing and commute to the new locations. <br /> <br /> Mayor Tarver f~lt that ABAG was an exercise in futility and was not practical or <br />realistic. <br /> <br />Mr. Fialho indicated staff would revise the letter to add Cotmcil's comments. <br /> <br /> It was moved by Ms. Michelotti, seconded by Mr. Pico, to send a revised <br />letter to ABAG. <br /> <br />Pleasanton City Council 14 08/15/00 <br />Minutcs <br /> <br /> <br />
