152 <br /> <br />Motion died for lack of a second. <br /> <br /> In response to Ms. Scribner's question, Ms. Acosta explained that the Design Review <br />Board had decision power rather than advisory. That is why ~ it has conflict of interest <br />problems. <br /> <br /> Mayor Tarver pointed out that the problem with the existence of the Design Review <br />Board was the conflict of interest not because it delayed the process. <br /> <br /> Ms. Dennis would like the element of communication between community and the <br />consultant to be facilitated in whatever staff recommends. She thought that the process could <br />still be used expeditiously. <br /> <br /> Mr. Pico believed that the process should be more forroalized rather than advisory <br />consultant's being used. He would support staff recommendation if it were revised to include <br />that the Planning Commission would act in-lieu of the Design Review B<mrd. The consultam's <br />that are hired to be required to report to the Planning Commission and make Ms/her <br />recommendations rather than report to staff. Mayor Tarver agreed. <br /> <br /> Jack Hovingh, Planning Commissioner, 4250 Mulnvood Drive, was concerned with the <br />difficulty in approving the land use and design issues at the same time. Mayor Tarver suggested <br />that the process be modified to give the Planning Commission design review recommendations <br />after the land use and PIYD's are processed.
