152 Motion died for lack of a second. In response to Ms. Scribner's question, Ms. Acosta explained that the Design Review Board had decision power rather than advisory. That is why ~ it has conflict of interest problems. Mayor Tarver pointed out that the problem with the existence of the Design Review Board was the conflict of interest not because it delayed the process. Ms. Dennis would like the element of communication between community and the consultant to be facilitated in whatever staff recommends. She thought that the process could still be used expeditiously. Mr. Pico believed that the process should be more forroalized rather than advisory consultant's being used. He would support staff recommendation if it were revised to include that the Planning Commission would act in-lieu of the Design Review B<mrd. The consultam's that are hired to be required to report to the Planning Commission and make Ms/her recommendations rather than report to staff. Mayor Tarver agreed. Jack Hovingh, Planning Commissioner, 4250 Mulnvood Drive, was concerned with the difficulty in approving the land use and design issues at the same time. Mayor Tarver suggested that the process be modified to give the Planning Commission design review recommendations after the land use and PIYD's are processed. Mr. Hovingh greed. It was moved by Ms. Mohr, and ~econded by Ms. Scribner, directing staff to prepare a draft ordinance for review by the Planning Commission attd City Council which would modify the design review process to include informal review by design professionals acting as consultants to staff; and directing staff to contact non-lecal architects and laadseape architects to be retained by the City for design consultation for sensitive or controversial projects and to contact architects/landscape axchiteets who would agree to volunteer their design review services for less complex projects; and architects are allowed to be non local or local, but must not do business in plea,mnton.
